MINNESOTA 55428 M~TRO AREA [612) 53~-0B18
GU]STAlE 1 800.652 9747

I am writing to you about the use and expansion of solid waste
]andfills~ ~n ~noka County'.

I
I
I
I
I
I
I
I
I
I
i
I

As a WaterlWe'.ll Drilling Contrac'tor of over forty years, I feel
that I have a~ working knowledge of the metro area, We are
located in: th,e City of Ramsey, and have well records and logs
of over 600 A~noka County wells. I have also been a member of the
o
Waste Managemient Board since its inception. '.

Anoka County .has more permeable soils than any of the seven
counties and ishould have been eliminated from the study, but
since the Met~ro Council pressured MPCA into allowing landfills
with a cl~y~p{lus liner, leacbate collection system, a new aspect
has developed! for the Ramsey landfill. The installation of a
new landfill icontiguous to the present one is obviously no mor'e
than an expan!sion of the present system.

The use of a ?ethane gas collection system is now under study.
The only reasio~ for the gas collection is to offset the cost of
the leachate 'system which is not viable without offsetting the
cost. :

From studies and reports made by the W-MB, it is obvious that the
methane gas riecovery system is not anything you would want in
close prolxltm~ty to s new housing area of expensive homes. (Encl'osed
is Cathy Moo=e's report of the Chicago methane gas operation.)

The aspectls o,f this gas collection has only begun.

The City ~o!f ~amsey insists that the sewer syst-em should be
extended t!o t;he small industrial area to the south of the present
landfill. S~nce the expansion of the landfill is down the center
of the Ind~ust;Irial Park, we no longer have a usable industrial
area - thu:s the big need for the sewer would have to be for the
use of the.leachate collection s-ystem proposed for the landfill.

BOARD MEMBERS: DISTRICT 1 , ~_AtJR~NCE HUNTER.
