I i I I I I I I I Resolution No. 82- City of Ramsey Anoka County, Minnesota Motion by Counc~lmember , seconded by Councilmember ....... ? ....... , to adopt the following resolution: WHEREAS, F~4era~ Cartridge Corporation has indicated that it is willing to give as a gifti~ppr~x~ma~ely 45 acres of unimproved land to the City of Ra~sey, which 45 ncres,~s l~gally described as follows, to-wit: SouthW.~mt ~uarter of the Northwest Quarter (sw 1/4 of NW 1/4) and the West ~85 f~et of the Southwest Quarter of said Northwest Quarter (Sw 1/4 of ~W $/4), all in Section 16, Township 32, Range 25, Anoka County, Minnesota; and WHEREAS, p~i@r ~o finalizing and transferring fee title to the said 45 acres, Federal C~rt~idge desires the following information regarding the City's plans for the propegty, to-wit: 1. How will t~e property be developed and for what use will it be developed?~ 2. How will t~e City finance the development of the property? I I I and WHE~AS, it ~as ~een estimated that the cost to fully develop the entire 45 acres as parkland will cost approximately $700,000.00. NOW, ~E~FORE, ~ it resolved by the Ramsey City Council as follows: 1. ~at ~e~ p~esented, the City will gratefully accept from the Federal Cartri~ Cgrporation fee title to the a~ve referred to 45 acres and dedicate it~ use as parkland. 2. ~at the City plans to develop the 45 acres as a central park over a ten (l~)!ye~r period, the development plan to be basically as that shown ~ th~ attac~d Exhibit "A". t. ~at the:~Ct~y finance the park improvement over the ten (10) year periodi5~ expending $72,000.00 per yemr on the development plan. ~e $72~0~.~ ~er year will he.obis!Bed either through Ad Valorem taxes ~ and/O~g~ne~al reven~e sharing fund~ In addition, the City intends to seek fdn~a ~rom Metropolitan and State grant funds, private donations of dollars ~nd volunteer work in order to fully develop the property. 4. ~at theilCl~F's capital improvement budget for the next ten (10) years will r~flec~ the City's committment to finance the park improvement proJec~ as ~ve outlined.
