Boards and Commissions. establi shes th6 foll~ ~wing Boards and Commissions: The City of Ramsey hereby Planning Commission Park and Recreation Commission Economic Development Commission Fire Board Horse Care Board Board of Building Appeals Board of Adjustment and Appeals iSulld. 2. Purpose of Boards and Commissions. All Boards and Commissions Created by this section shall be for the purpose of advising the City Council with respect to any [mur~icipal function or activity or to perform quasi judicial functions as designated herein and/o~ ~ designated from time to time by City Council Resolution. iSu§d. 3. Abolishment. The City Council may by ordinance abolish any Board or Commission created herein. ' 2.03.02 iAp~ointment of Members, Terms of Office and Removal. Sul~d. 1. Nine Voting Members and Residence Requirement. Each Board or Co~,Inis~ion will consist of no more than nine voting members in accordance with the C~ty of Ram~.y C~arter, all of whom shall be residents of the City of Ramsey. Members shall represent a broad range of interest in functions of the City. r, SUl~d. 2. Ex-Officio Members. The City Council may appoint, by majority vote, ~a co¢ncil member(s) or city staff person(s) as ex-officio member(s) of any Board or CommissionP~vil{ged to speak on any matter without a vote, and the ex-officio member(s) shall provide a liais6n b~tWeen the Board or Commission and City Council. 'tSuhd. 3. Appointment and Oath. Members of a Board or Commission shall be appO~ted ~by a majority vote of the City Council for staggered two year terms, except that any person a01~oint, ed to fill a vacancy occurring prior to the expiration of the term for which a predecessor w~ ~ apt0ointed shall be appointed only for the remainder of such term. Each appointed member shatl,ibef6re entering upon the discharge of duties, take an oath agreeing to faithfully discharge the ~uties[ of office. Suhd. 4. Serve Without Compensation. All members of a Board or Commission shall: [erve without compensation. Board or Commission members may receive a stipend for e:~p.~nseg as established by resolution of the City Council. Sub~d. 5. Unexcused Absences.
