Boards and Commissions. <br />establi shes th6 foll~ ~wing Boards and Commissions: <br /> <br />The City of Ramsey hereby <br /> <br />Planning Commission <br /> <br />Park and Recreation Commission <br />Economic Development Commission <br />Fire Board <br /> <br />Horse Care Board <br /> <br />Board of Building Appeals <br /> <br />Board of Adjustment and Appeals <br /> <br /> iSulld. 2. Purpose of Boards and Commissions. All Boards and <br />Commissions Created by this section shall be for the purpose of advising the City Council with <br />respect to any [mur~icipal function or activity or to perform quasi judicial functions as designated <br />herein and/o~ ~ designated from time to time by City Council Resolution. <br /> iSu§d. 3. Abolishment. The City Council may by ordinance abolish any <br />Board or Commission created herein. <br /> <br /> ' <br />2.03.02 iAp~ointment of Members, Terms of Office and Removal. <br /> Sul~d. 1. Nine Voting Members and Residence Requirement. Each <br />Board or Co~,Inis~ion will consist of no more than nine voting members in accordance with the <br />C~ty of Ram~.y C~arter, all of whom shall be residents of the City of Ramsey. Members shall <br />represent a broad range of interest in functions of the City. <br /> <br /> r, SUl~d. 2. Ex-Officio Members. The City Council may appoint, by <br />majority vote, ~a co¢ncil member(s) or city staff person(s) as ex-officio member(s) of any Board or <br />CommissionP~vil{ged to speak on any matter without a vote, and the ex-officio member(s) shall <br />provide a liais6n b~tWeen the Board or Commission and City Council. <br /> 'tSuhd. 3. Appointment and Oath. Members of a Board or Commission <br />shall be appO~ted ~by a majority vote of the City Council for staggered two year terms, except that <br />any person a01~oint, ed to fill a vacancy occurring prior to the expiration of the term for which a <br />predecessor w~ ~ apt0ointed shall be appointed only for the remainder of such term. Each appointed <br />member shatl,ibef6re entering upon the discharge of duties, take an oath agreeing to faithfully <br />discharge the ~uties[ of office. <br /> Suhd. 4. Serve Without Compensation. All members of a Board or <br />Commission shall: [erve without compensation. Board or Commission members may receive a <br />stipend for e:~p.~nseg as established by resolution of the City Council. <br /> Sub~d. 5. Unexcused Absences.
