I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE #: q <br /> <br />INTRODUCE ORDINANCE TO AMEND CHAPTER 9 OF THE RAMSEY CITY <br />CODE, SECTIONS 9.02, 9.21.23, 9.50.37, 9.50.50, AND SECTION 9.50.57 <br />By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On November 24, !1992, a proposed ordinance to amend Chapter 9 of the Ramsey City Code was <br />presented to C!ty (2ouncil for adoption. Basically, the proposed changes dealt with definitions, the <br />B-3 Highway Business District, and park dedication. <br /> <br />In summary, Lhe Bi-3 District regulations proposed broadened the permitted uses to include retail <br />activity and pmfes~;ional offices in addition to those uses currently listed as acceptable conditional <br />uses in that districti contingent upon meeting certain criteria. The criteria for conditional uses was <br />then added iatb their performance standards section. This section also proposes that any site in non- <br />compliance with ~)te improvements (blacktop or concrete surfacing and curbing) will have to <br />installed the requiLed site improvements by January 1, 1997. <br />The proposed iamCndments to the definitions section eliminated the opportunity to include road <br />right-of-waY!when determining minimum lot area and included a definition of parcel. <br /> <br />The proposed iame~dments to those sections dealing with subdivision design standards and park <br />dedication b~aSicall~,.require the developers to not only dedicate land for parks and trails to satisfy <br />park dedication reqmrements, but also to install the improvements. <br />On November 24, i1992, there was an audience request to add day care services to the permitted <br />uses in the B-3 Dis[trier. The introduction of the proposed ordinance was tabled for further review <br />at the reqUest of C6unciimember Hardin. <br /> <br />Observations;: <br /> <br />The following is a summary of changes made to the proposed ordinance since Council's last <br />review: <br /> <br />DefinitionS; have been added for domestic and non-domestic waste water. <br /> <br />Day care s~rvices was added as a permitted use. <br /> <br />To eliminate any confusion, the term 'maximum lot coverage' has been changed to <br />'maXimum :structure area'. <br /> <br />Irem #t under Subdivision 4 (Performance Standards) was revised to upgrade exterior wall <br />finishes. <br /> <br />5. Severa~l itel'ns in Subdivision 4 (Performance Standards) were reviewed and rewritten for <br /> clarifi~ati°m purposes. <br /> <br />The proposed brdigance is enclosed for your review. <br /> <br /> <br />
