Ti~e Developer agrees ti~at special assessments for said Public <br />improvements may be levied by the City, without Developer's objecnan, after consn'ucnon <br />is commenced, and that the Cit[, ma',, recover its costs and expenses (including legal, fiscal <br />and engineering).
