That the Ap. plicants appeared betore the Horse Care Commission on October 21, 1992 and that Cornnl~ission has recommended that the City. of R:u'nsey approve/deny the application to maintain ohe horse on less than 3 acres. That the 6pplicant appeared before the Planning and Zoning Commission for a public hearing pursuant to Section 9.03.04 of the Ramsey City Code on November 5, 1992 and that Said Diblic hearing was properly advertised and that the minutes of said public hearing are tieteby [incorporated by referencE.
