The purpose of this study is to determine the feasibility and associated costs for the extension of <br />municipal sewer and water service to a total of twelve existing legal parcels located along 149th <br />Lane N.W. and to identify the costs associated with those improvements and the consequent <br />replacement of existing street and storm sewer improvements. The benefitted properties are <br />identified in Exhibit A. A petition for this feasibility study has been signed by six property owners <br />who represent 100% of the benefitted properties. At the present time, the City has awarded a <br />contract to have similar improvements installed to the eastern boundary of this proposed project <br />area. This project may be pursued by a change order to this existing contract if unanimous <br />approval of the property owners exists following the public hearing. <br /> <br />DESCRIPTION OF lgXISTING CONDITIONS <br /> <br />The project area consists of nine platted lots which are a portion of the Pondvale Estates <br />subdivision and three metes and bounds lots ail fronting on 149th Lane N.W. The nine lots were <br />platted such that each individual lot would conform to minimum urban lot standards, as the <br />extension of sewer and water was anticipated ar the time these lots were platted. Presently, these <br />lots are served by individual on-site sanitary systems and each existing residential unit owns a total <br />of three of the platted lots to meet the area requirements for being serviced by the on-site systems. <br />The platted area is serviced by a bituminous street having bituminous curb. <br /> <br />The remaining three properties east of the platted Pondvale Estates, properties 1, 11 and 12 are <br />metes and bounds properties which are one and two acre parcels. These three lots are presently <br />serviced by a gravel road and on-site sanitary facilities. These properties have the potential of <br />being further subdivided if serviced by municipal sanitary facilities. <br /> <br />DESCRIPTION OF IMPROVEMENTS <br /> <br />This project would extend the sanitary sewer and watermain facilities from the proposed <br />intersection of Fluorine Street N.W. and 149th Lane N.W. to the end of the cul-de-sac. It is <br />proposed to service this area with an eight inch sewer and a six inch watermain. Individual <br />services would be stubbed out for all anticipated lots. Following installation of the underground <br />utility, the entire project area would be restored with a 30 foot wide bituminous street with concrete <br />surmountable curb and gutter. The existing bituminous flume on the end of the cul-de-sac would <br />be replaced with a catch basin inlet and a discharge to the east ditchline of C.S.A.H. No. 5. Black <br />dirt and sod would be placed behind the new curb and damaged driveways would be sawcut if <br />necessary and restored in kind. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br /> <br />1 <br />I <br /> <br />! <br />! <br /> <br />ESTIMATED COSTS <br /> <br />Below is an estimate of the costs associated with this project.
