In 1976 <br />and 1981, theiCit) of Ramsey issued conditional use permits to the subject property for various <br />uses. All of:~e ce ndifional uses, with the exception of the enclosed storage area, have gone void <br />due to disconfinua <br /> ~ce for 12 consecutive months or more. The applicant is intending to continue <br />leasing the en~loS~'d storage spaces in one of the structures but intends to lease the space in the <br />former day am'e str acture for retail activity and professional offices. Professional offices and retail <br />sales (with the ex! :ption of liquor and autos) are not permitted uses in the B-3 Highway Business <br />District, the~;efore. Mr. Dubats has applied for a conditional use permit. <br /> <br />The followingitems are enclosed for your review: <br /> <br /> a) SitV location map <br /> b) Sit4 plan and application addendum <br /> c) Proposed findings of fact <br /> d) Proposed conditional use permit <br /> <br />Observations: ~ <br /> <br />There curreBtly exists professional offices and retail activities in this B-3 Highway Business <br />District. pfid~ to[November of 1990, property along Hwy. #10 was zoned B~I Business, for <br />which prof6s~ion~tl offices and retail activity were permitted uses. Reasonably, some of the <br />properties deyeloped with these uses but as a result of the City's rezoning, these pre-existing <br />professional~dffie~s and retail type businesses are currently considered lawful non-conforming. <br /> <br />In reviewing the g3te plan, it has been determined that there is a sufficient amount of paved off- <br />street parking ~arealon site to meet City Code requirements for the uses proposed. <br /> [ <br />The Pl,a~ning~and[Zoning Commission conducted a public hearing on October 6 regarding Mr. <br />Dubats reqa~t.
