12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />20. <br /> <br />21. <br /> <br />22. <br /> <br />That the Applicant has submitted revised documentation dated August 26, 1992, <br />drawn lit y Hakanson Anderson Associates, Inc. consisting of a four (4) sheet set <br />irlc!udir g boundary survey, site plan, grading plan, landscape plan, and a two (2) <br />sh~t se of architectural drawings prepared by Graphic Design, dated August 26, <br />1992, f¢,r a proposed structure on Lots 2 and 3, Block 4, Gateway North Industrial <br />Park Ph :#2. <br /> <br />That oniApril 25, 1989, a conditional use permit was issued by the City of Ramsey <br />to the Applicant for an alurrfinum processing facility on Lot 1, Block 4, Gateway <br />Iqo~h h~dustrial Park Plat #2. <br /> <br />That on November 13, 1990, an amended conditional usc permit was issued by the <br />City of Ramscy to thc Applicant to expand capacity at thc subject facility by <br />alldwin the addition of a second melt furnace to the operation. <br /> <br />That ne:.ther the original conditional usc permit issued on April 25, 1989, nor the <br />arn~-nded conditional usc permit issued on November 13, 1990 permitted the <br />disasser ~bly of engines and transmissions on the subject site. <br /> <br />That the Applicant is proposing to construct a 13,000 square foot building in which <br />to ~ovi,~e inside area for thc disassembly of engines and transmissions. <br />That in i991, the City of Ramsey issued a conditional use permit to Alloy Recovery <br />C0~pa~y which included the disassembly of engines and transmissions within the <br />buildin~ on the site. <br /> <br />That th~ original conditional use permit issued on April 25, 1989 and thc amended <br />cOn~litio~nal usc permit issued on November 13, 1990 prohibited the outside storage <br />of ~ebri~and materials not used in the aluminum recovery operations, but they did <br />not ~peCffically permit or prohibit the acceptance of other metals on thc site. <br />Tl~a~t onIMay 13, 1992, City Staff visited the existing facility on Lot 1, Block 4, <br />Ght~wa~ North Industrial Park Plat #2 and observed the following: <br /> <br /> isassembly of engines and transmissions indoors. <br /> utside storage of debris and/or materials not resulting from or used in thc <br /> ~luminum processing operation. <br /> Outside storage on Lots 2, 3 and 4 without providing for screening. <br /> <br />a) <br />b)~ <br /> <br />c) <br /> <br />That MI <br /> <br />'CA Rule 7045.0120 and Anoka County Hazardous Waste Management <br />.'e No. 85-4, 86-3 and 87-1, part 3.02G, states that waste oil to be recycled <br />which isI Certified in a disclosure by the person producing or accumulating the waste <br />oil riot t~, knowingly contain waste listed in MPCA Rule 7045.0135 is exempt from <br />p~tti~ ~g requirements. <br />Tlla~! the Applicant has provided Anoka County Environmental Services with the <br />reCl~ information for handling waste oil. <br /> <br />That An0ka County Hazardous Waste Management Ordinance No. 85-4, 86-3 and <br />874, pa~t 4.00 (Licensing) states that no person shall allow property under his <br />control :t~ be used for any activity which generates hazardous waste except at a site <br />for ~hic~h a hazardous waste generator license has been granted by the Department. <br /> <br /> <br />
