DAN KARST <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Mr. Dan Karstlhas Opplied for site plan review to construct a 13,000 square foot building on Lots 2 <br />and 3, BloCk. 4, G~teway North Industrial Plat #2. The purpose of the building is to provide <br />additional indOor sl~ace for the preparation of feedstock, including the disassembly of engines and <br />transmissionl~, iand[indoor storage area for other types of metals proposed to be received at the <br />facility. <br /> <br />The following item~ are enclosed for your information: <br /> <br /> a) Site location map <br /> b) Site plan <br /> c) Bui1 :ting elevations <br /> d) City Staff review letter dated August 27, 1992 <br /> e) 'Dr~t of Planning & Zoning Commission meeting minutes dated 9/1/92 <br /> f) ~ProlJosed Site Plan Development Permit <br /> <br />Observations: · <br /> <br />The buildingis pr0~osed to be located on the common lot line between Lots 2 and 3. If the site <br />plan is appr~dv~d, Mr. Karst would record a lot combination at Anoka County. The building is <br />within the ma~_im~m lot coverage allowed when taking the total area of Lots 2 and 3 into <br />consideration. ~The Istructure is proposed to be a concrete block construction. <br /> <br />The proposed location of the structure meets all setbacks except that it would encroach on the rear <br />yard setback by~ ap~oximately 4 feet. <br />To address s~ereeniOg of exterior storage on Lots 1, 2 and 3, Mr. Karst originally proposed a 10 <br />foot high con~te l~Jock wall or solid metal fence adjacent to Basalt Street. Since the Planning and <br />Zoning CO .mlra' "ssii:~ reviewed the site plan, Mr. Karst has eliminated any proposal for exterior <br />storage on L0t~ 2 a~a,d 3 and therefore the fencing or wall as well. Mr. Karst proposes to contain <br />all exterior s[O~ge Ito Lot 1 and will be removing the existing chain link fence adjacent to Basalt <br />Street and replacing it with a block wall or solid metal fence, or a combination thereof, based on <br />the City's preg~enCg. Installation of Black Hills Spruce trees adjacent to Basalat Street along Lots <br />2 and 3 is propOsed!for landscaping. <br /> <br />The site plan ir/dica[es providing for an additional 11 off-street parking spaces at the facility, which <br />is in comPlianae with City Code requirements. All driveways, maneuvering areas and off-street <br />parking areas Would be paved and curbed. <br /> <br />Although Mr, Karst! would prefer to develop the site with city sewer and water and paved streets, it <br />doesn't appear~thatla sufficient number of the other benefitting property owners in the area are <br />interested in!p~etitibning for those improvements at this time. Based on that, Mr. Karst is <br />developing LO~ 2 a~d 3 with on-site utilities. <br /> <br /> <br />
