AW! <br /> <br />Background: <br /> <br />CASE #6 <br /> <br />'HORIZATION OF EXPENDITURE OF PARK FUNDS <br /> FOR EMERALD POND PARK DEVELOPMENT <br /> By: Steven Jankowski, City Engineer <br /> Mark Boos, Parks/Utilities Coordinator <br /> <br />With the completicn of the Wood Pond Projects subdivisions, a park known as Emerald Pond was <br />dedicated. Th~ (lev elopment agreements for the Wood Pond Projects included provisions to generate <br />funding for th~dew ;lopment of the park. Attached is an exhibit showing the anticipated generation of <br />these funds,, At th!', present time, a total of $34,602 has been received from these subdivisions as <br />dedication r~. ~iretl tents placed in the development agreements for these subdivisions. In addition, a <br />total of $56,6-~ ~tl be special assessed, again in accordance with the development agreements for <br />these subdivis.fons.[ This allows us a budget of $91,202 for improvements in Emerald Pond Park. In <br />addition to thins md ney, approximately $31,627 will be dedicated from future phases of the Wood <br />Pond ProjeCt~ subdivisions. The aforementioned development agreements anticipated the <br />developmet~[ c[f th~ park simultaneously with the development of the subdivisions. In keeping with <br />the spirit of ~h~s a~eement, we are proposing to initiate construction of improvements for the park. <br />The Park and Recr~,ation Commission has approved the Emerald Pond Park Plan. Therefore, we are <br />asking City Cbuncfl s authorization to proceed with development of Emerald Pond Park based upon <br />the year and ~611ar~ detailed in this case: <br /> <br />.Work Bv !OUota!ion: <br />Becausethe eiem~nts of this park's development involve numerous unrelated trades and the cost of <br />any single e!e~nent is relatively small, we propose awarding individual elements through quotations <br />subject to the~.~mitati°n[ of State Statutes. This method allows us to eliminate adverns~ng' ' costs and <br />the markup a gene~'al contractor would generally place on work performed by subcontractors. State <br />Statute mand~s. {ontracts in excess of $25,000 to be advertised and competitively bid. Contracts <br />between $10,000 ~nd $25,000 may be made by negotiation providing two or more quotations are <br />received and kept bn file for 12 months. <br />Imnroveme~lts ~ou~ht for Authorization: <br />Below is a descrip~on of the improvements for which authorization is being sought: <br />^. ar iag t.6t $1s,000 <br /> Thelagtach~d Park Plan calls for a 40 stall parking lot extending off 142nd Avenue N.W. At <br /> the Pr~sen[ time Northdale Construction is performing work for the developer of Windemere <br /> Wob~is 2n~ Addition. This work would be a logical extension of the street work. Quotations <br /> were Obtained from five contractors. Northdale, who is performing the street work, <br /> submitted!the lowest quotation at an estimate of $14,000. An additional $1,000 is being <br /> reqae~ted ~or staking. <br />B. plaY~°un~ Equipment $25,000 <br /> Earli6r th~ year City Staff requested playground equipment proposals, including installation <br /> COS[S} .frq~n ten of the area's vendors. Three responded. At the Park and Recreation <br /> COrh~hisS~on's Capital Improvements Work Session, a Playground Equipment Subcommittee <br /> wa~ a~hos~n for 1992 and 1993. This subcommittee will choose Emerald Pond's playground <br /> equ'iPmen~ based upon the received proposals, exclusive of installation. Installation of the <br /> play~ouOd equipment will be done by the vendor's recommended contractor. Resilient <br /> surfacing ~d containment timbers (border) will be done by City Staff. <br /> <br /> <br />
