POL[CY FOR ASSISTING INDIVIDUALS WITH HOOKUP <br /> CHARGES TO WATER AND SEWER UTILITIES <br />RECEIVI,,NG AVAILABILITY FROM SUBDIVISION EXTENSIONS <br /> <br />Preamble: <br /> <br />Municipal sewer arid water utilities represent a higher level of both treatment and monitoring than <br />are afforded b~indiMdual on-site systems. In addition, the City has a significant investment in the <br />infrastmctur~ ~soc~,iated with these utilities and it is therefore in the best interest of the utility to <br />have as many .~ail4tble customers connected to these utilities thereby reducing costs for all of the <br />utility custOin~rs. !For this reason, the City has passed an ordinance requiring hookup to the <br />system within two ~eaxs of availability to the utility. <br />This compul$O, ry l~ookup may cause property owners to incur costs which they may find a <br />financial burden. It is then appropriate that some mechanism allow such property owners to <br />comply with City ol[dinances, yet avoid unreasonable financial burdens. <br /> <br />Policy: <br /> <br />This policy sh{fll a <br />municipal s¢~ices <br />owner has rep¢~ed, <br />sewer becoming av <br />connect to the sewe~ utility. <br /> <br />~ply in cases where a property owner is subject to compulsory hookup to <br />due to the two year availability rule, with the exception that if the property <br />· .ither the septic tank or dminfield within a period of twelve months prior to the <br />ailable, the property owner shall receive an additional one year extension to <br /> <br />It shall be the p0lic~ of the City of Ramsey to allow sewer and water hookup fees to be collected as <br />a special asse~gnen[ to the property, payable over a period no greater than ten years with interest <br />on the outstafid]ng ~alance, as a courtesy to the property owner. The interest rate to be charged <br />shall be mutua~y a~.._eeable to the property owner and the City Finance Officer. In the event a <br />mutually agreeable[interest rate cannot be negotiated, the interest rate shall be set by the City <br />Council. ~ho 4wn~ shall sign a request for this hookup charge to be implemented as a special <br />assessment and i;hal~ waive a right to a public hearing. <br /> : . [ <br />Specific itema .~ligilple for consideration may include sewer and water trunk charges, the S.A.C. <br />charge collected by~e City and paid to the Metropolitan Waste Control Commission and W.A.C. <br />charges. Ch~ges 4fhich shall be ineligible for consideration shall include the cost of building <br />replumbing, se~ter and water laterals laid on private property and abandonment of private sewer <br />and water ufilifi*s. <br /> <br />This policy shall not[apply to circumstances where a property is subdivided or a use more intensive <br />than what existed at,ne time of availability is created. In such circumstances, no subdivision shall <br />be allowed orlPlumi~ing permit for a more intensive land use be issued until the property owner <br />pays the fair sli~e cost of the improvement in present day values that it would have paid if it had <br />been special aas~sse4: at the time of the improvement. <br /> <br /> <br />
