BY THE CITY COUNCIL OF THE CITY OF RAMSEY, C0Ui~TY, STATE OF MINNESOTA, as follows: That Mr. 'I~homas Kurak, hereinafter referred to as the "Applicant", properly applied for a condi§on~ use permit to have an outdoor display area associated with a motor vehicle sales lot. That the Applicant appeared before the Planning and Zoning Commission for a public heari~g pRt'suant to Section 9.03.04 of the Ramsey City Code on September 1, 1992 and that Shld pCblic hearing was properly advertised and that the minutes of said public hearing are :hereby ~ncorporated by reference. That the adjacent parcels are zoned B-3 Business.. That $¢cfi6n 9.21.23 of the Ramsey City Code states that motor vehicle sales, service and repair is a ~errmtted use in the B-3 Business District. That Section 9.21.23 of the Ramsey City Code also states that a conditional use permit is required if[there is an outdoor display area associated with the use of the property.
