Councilmcmber i ... introduced thc following resolution and moved for its adoption: RESOLUTION #92-09- RESOLUTIONiCALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR IMPROVEMI~NT PROJECT ~)2-10 (CRACK FILLING AND SEALCOATING OF RUM RIVER HILES ADDITION) WHEREAS, ~by a resolution passed by the City Council on September 8, 1992, the City Administrator WaS directed to prepare a proposed assessment of the cost of improvements on Rum River Hills Addition; and WltEREA$, I~he City Administrator has notified the City Council that such proposed assessment has been complCtext and filed in his office for public inspection. NOW TttEREFOR,E, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA[ COUNTY, STATE OF MINNESOTA, as follows: 1) That a public hearing shall be held on October 13, 1992 at 7:30 p.m. at the Ramsey Municipal Ccntcr, lo'rpas~ upon such proposed assessment and at such time and place all persons owning property: a[fect~d by such improvement will be given an opportunity to be heard with reference to such assessme0t. 2) That tile City Administrator is hereby directed to cause a notice of the public hearing on the proposed aSsesSment to be published once in the official newspaper at least two weeks prior to the hearing, at~d h~ shall state in the notice the total cost of the improvement. He shall also cause mailed :notice tt~ be given to thc owner of each parcel described in the assessment roll not less than two weeks prioi' to the hearings. 3) That the owner iof any property so assessed may, at any time prior to certification of the assessment by thc County ~uditor, pay the whole of the assessment of such property, with interest accrued to the date Or'payment to the City, except that no interest shall be charged if the entire assessment is paid withifi 30 ~lays from the adoption of the assessment. The owner may at any time, thereafter, pay to the~Cityl the entire amount of the assessment remaining unpaid, with interest accrued to December:31 Of thc year in which such payment is made. Such payment must be made before November~15 o~ interest will be charged through December 31 of the succeeding year. The motion for tho ado[btion of the foregoing resolution was duly seconded by Councilmember and upon vote beifig tagen thereon, the following voted in favor thereof: and fl~c following voted against the same: and thc following were ,absent: and the following abstained: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 8th day of September, 1992.
