Tax'payers' <br /> Trust Fund in Minnesota <br /> <br />WHEREAS, the Slate[ of Minnesota enacted a 3% State sales tax in 1967 with the prom/se to voters <br />that the money would be returned to them in the in the form of lower property tax relief for property <br />tax payers; and <br /> <br />WHEREAS, in 1991 the Governor and State Legislature approved the addition of a %% increase in <br />the State sales mx,, rai~ing it from 6% to 6%% with 2c dedicated to fund the Local Government Trust <br />Fund wtfich was created to continue the State's commitment to local proper5, tax relief; and <br /> <br />~rI4_EREAS, in 1.992, the Governor and State Legislature extended the 6~% sales tax to local <br />government purchases ~.ith the promise of continued property tax relief through the Local <br />Government TruSt Fund; and <br /> <br />WHEREAS, each Year local governments are forced to combat continued attempts to reduce the <br />levels of State revenue!dedicated to local property tax relief through cuts in pro.ams such as Local <br />Government Aid; and <br /> <br />VrHEREAS, it is anticipated that the State ~5/1 face another budget deficit in 1993, making cuts in <br />local property tax rekief pro.ams tempting ways to solve the State's budget problems; and <br /> <br />V~rf-IEREAS, Governor~ Carlson has already publicly announced that he wilt concentrate on eliminating <br />local property tax tel/el pro.ams during the upcoming legislative session; and <br /> <br />V, rHEREAS, the League of Minnesota Cities and the Association of Metropokitan Municipalities have <br />taken positions supportdng a constitutional amendment dedicating 2e of each 6~c collected from the <br />State sales tax to the Local Government Trust Fund if such dedication cannot be assured statutorily; <br />now, therefore, be it <br /> <br />RESOLVED, that the City of calls upon the State Le~sla_tl.u'e to support a <br />constitutional amendment dedicating 2c of each 65c collected by the State sales tax to a new Proper5, <br />Taxpayers' Trust Fund.!to guarantee continued property, tax relief from the cu~ent Local Government <br />Trust Fund; and be it farther <br /> <br />RESOLVED, that the City of stron_otv urges that the League of Minnesota Cities and the <br />.~sociation of Metropdlitan Mun/cipaiities m~"e o~e of their 1993 priorities support for a <br />constitutional amendme, nt dedicating 2c of each 65c collected by the State sales tax to a new Propem.,' <br />TaxTayers' Trust FUnd;~and be it further <br /> <br />F <br /> <br />4/ <br /> <br /> <br />
