TO ESTABLISH A DEMOLITION <br />CONCRE'rl~ ~N~D ASPHALT PROCESSING FACILITY IN THE BUSINESS <br />WAREHOU$1~I DISTRICT BASED ON FINDINGS OF FACT # AND <br />DECLARiN(~ T~RMS OF CONDITIONAL USE PERMIT ~ <br /> <br />4 <br /> <br />This permii shall remain in effect so long as the conditions imposed herein are complied <br />with. <br /> <br />The Site sh~ be consu'ucted and operated in accordance with the site plan consisting of five <br />(5) sh~t$; ~lrawn by D.R. Griswold and Associates, dated June 16, 1992, revision date <br />JUlY B0, I992, attached hereto as Exhibit A. <br />The at~kptled materials on the site relating to the processing of demolition concrete and <br />aspllal~into aggregate shall not exceed two hundred fifty thousand (250,000) cubic yards at <br />any one time. <br />StockPile teights shall not exceed thirty-two (32) feet as measured from the existing <br />groUnd, de afion over which it is placed. <br /> <br />Ail l~dS( aping including trees, shrubs, sod, mulch, pond area, irrigation systems, fencing <br />and the ¢( n~truefion of the screening berm shall be implemented during the first phase of <br />this fae~! t ~hich shall be the stockpiling of rubble material. <br /> <br />The permit~ee shall be required to conform to the Minnesota Pollution Control Agency <br />stan~ a~to the regulation of noise, odors, dust and any other health and safety issues. <br />The permit(e, e shall provide the City of Ramsey with a copy of the MPCA Air Emission <br />Perm!t iand [any other permits, correspondence or repons applicable to the Ramsey site. <br />The ¢i~ $1~all uphold the State standards by requiring testing upon the premise that an <br />en-Ar0v/men~al problem may exist. <br />No st~iling of material shall occur on the site prior to the issuance of the Air Emission <br />Permit fi~m~ he Minnesota Pollution Control Agency (MPCA) for the Ramsey site. <br /> <br />I <br />I <br />I <br />I <br /> <br />Ail lan~ ~ca <br />conctitignal, <br />necessary C <br /> <br />the Ian~at <br />irrevOe~le I <br /> <br />ting as mentioned above shall be completed within one year of the date the <br />use permit is approved and plant materials shall be maintained and replaced as <br />a a permanent basis. The permittee shall provide the City with a financial <br />the amount of Ten Thousand Dollars ($10,000.00) to insure the completion of <br />~ing improvements. The financial guarantee may be in the form of cash or an <br />~etter of Credit or some other form of financial guarantee acceptable to the City. <br /> <br />A builting ~ermit shall be required for the construction of the scale-house and said <br />struetur~ siiltll be constructed in accordance with Sheet 4 of 5 of the approved site plan <br />drawn by D!R.
