CASE ADOPT ORDINANCE TO REZONE THE PLAT OF RIVER BLUFFS TO ~ PLANNED UNIT DEVELOPMENT By: Zoning Administrator Sylvia Frolik Background: On December[ 19, ~989, the Ramsey City Council approved the preliminary plat of River Bluffs, which was ~os ~d to be developed as a Planned Unit Development (P.U.D.) At the same time, the City C0~tne: il ~opted findings of fact and introduced an ordinance to rezone the property to P.U.D. Staff iimd~ a decision to withhold final adoption of the ordinance until it was evident that the proposed..~bdi~vision would proceed to final plat approval and development. This evening the City Council ig sol~eduled to grant final plat approval to River Bluffs. Observations: Council ~dop~d Findings of Fact g0269 relating to the request for rezoning to P.U.D. These City findings ~haV~ beC. me outdated because of events to the plat since that time, i.e., a revised preliminary ~Iat. i [City Council should rescind Findings of Fact g0269 and adopt a new set of findings to ih[:ludb a finding that the River Bluffs P.U.D. received a revised preliminary plat approval on' AugUst 13, 1991 that increased the number of single family lots to 25, with a minimum lot ~ze 6f one acre and an average density of one unit per 2.4 acres.
