Councilmember Pearson moved the adoption of the following findings of fact: <br /> <br /> FINDINGS OF FACT #0269 <br /> REZONING <br /> RUM RIVER BLUFF <br />R-I RURAL RESIDENTIAL TO PLANNED UNIT DEVELOPMENT (PUD) <br /> <br />That Juniper Ridge Partnership, hereinafter referred to as "Applicant", has properly applied <br />for a rezoning of Rum River Bluff from R-1 Rural Residential to Planned Unit <br />Development (P.U.D.). <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a public <br />hearing pursuant to Sections 170.013C and 170.016K of the City Code on December 5, <br />1989 and that said public hca.ting was properly advertised and that the minutes of said <br />public hearing are hereby incorporated by reference. <br /> <br />That the property, which is proposed to be named Rum River Bluff, is legally described as <br />follows: <br /> <br />Government Lot 3, Section 19, Township 32, Range 24, Anoka County, Minnesota. <br /> <br />4) That the subject property is 60 acres in size. <br /> <br />5) That the subject property is currently zoned R-I Rural Residential. <br /> <br />6) That the subject property is surrounded by R-1 Rural Residential zoning. <br /> <br />7) <br /> <br />8) <br /> <br />That Section 170.016K of the Ramsey City Code states that the intent of a Planned Unit <br />Development is to preserve desirable land characteristics and open space and to protect <br />sensitive environmental features such as steep slopes, poor soils and trees. <br /> <br />9) <br /> <br />That Section 170.016K of the Ramsey City Code states that a Planned Unit Development <br />shall provide a minimum of twenty percent (20%) for private or public open space air <br />recreational uses. <br /> <br />That the subject plat contains property that the City is interested in accumulating for it's <br />multi-use trail system <br /> <br />10) That the preliminary site plan for Rum River Bluff'indicates that at least 20% of the land <br /> will be preserved for park and open space. <br /> <br />11) That the preliminary site plan indicates a proposal to develop Rum River Bluff with 20 <br /> single family lots at least one acre in size and with an average density of one unit per 3 <br /> acres. <br /> <br /> '\ <br />The motion for the adoption of the foregoing findings of fact was duly seconded by <br />Councilmember DeLuca and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Gary Reimann <br />Councilmember Richard Cich <br />Counc~!member Alan Pearson <br />Councilmember Kenneth Peterson <br />Councilmember Stephen F.
