CASE #

REPAIR OF CENTRAL PARK IRRIGATION PUMP
By: Mark Boos, Parks/Utilities Coordinator

Background:

On August 10, 1992, a City employee allowed a subcontractor to ASTECH Corporation (the
contractor awarde~t our 1992 Sealcoating Program) access to the water supplied from the Central
Park well t° fill tile tank in the street sweeper which was being used to remove excess aggregate
from the seal~oat~4:l streets. The valving from the well is enclosed in a secured fenced area. The
City employee instructed the sweeper operator to close the valve from which he was drawing water
and lock the enclosure after his use was completed. The sweeper operator closed the specified
valve, but in addition also closed the main valve to the irrigation system which was located within
this same enclosurg. When the preset timing for the irrigation system was activated, the irrigation
pump and motor attempted to pump against a closed valve. The pump and motor have been pulled
from the wall and! assessment of the damage by E.H. Rennet Well, Inc. is between $6,000 and
$7,000.

There is an .immediate need for repair of the pump since irrigation is necessary through mid-
October whCn'~ the ~occer season ends. The City's position is that the cost of the repair should be
the responsibility o~ the street sweeping contractor.

Recommendation:

Staff recommends that Council authorize the immediate repair of the Central Park irrigation pump.

Staff further recommends that the retainage fi.om ASTECH Corporation payment be increased fi.om
$4,296.17 to $t0,000 to cover the cost of this pump repair.

Council Action:

Motion to authorize the immediate repair of the Central Park irrigation pump.

Motion to increase retainage from ASTECH Corporation from $4,296.17 to $10,000 to cover the
cost of the pump repair.

Reviewed By:

Parks/Utilities Coordinator
City Engineer
Finance Officer :
City Administrator

CC:08-25-92
