CASE <br /> <br />199g IMPROVEMENTS TO WOODLAND GREEN PARK <br /> By: Mark Boos, Parks/Utilities Coordinator <br /> <br />Background: <br /> <br />As a result of ~ joi~t City Council/Park and Recreation Commission meeting, Staff identified an <br />improvement to W~.oodland Green Park that would upgrade its accessibility to a large number of <br />able-bodied t'~ide,hts and ail people that are physically chailenged. The improvement, a paved <br />walkway, al.~oadd~esses the Americans With Disabilities Act in that the City is required to cause <br />reasonable access Itc its facilities. As with any paved path or trail, the recreational benefit is <br />valuable. It i~viS?s a safe, low maintenance location to bike, walk, roller skate or simply push a <br />baby carriage, <br /> <br />At the July 14, 19~2 City Council meeting during the presentation of this case, a resident stated <br />that a ball fi~ld wa~ the preferred improvement in the area. As you are aware, a generous Ramsey <br />business p~$O~, w~th limited assistance from area residents and City Staff, donated construction <br />of a ball field:and ~backstop for the park area in Reilley Estates (Bear Park) which is approximately <br />2,500 feet dU~ easi of Woodland Green Park. Since the July 14, 1992 meeting, many residents <br />have conta0~ Staff to voice their support of a path through Woodland Green Park, including the <br />property o~n~r ac~jacent to both the north side of the park and the existing drainage swale. <br />Another horfie~owfier who is mobile with the use of a wheelchair stated that he is able to get into <br />some areas of l~h¢ ,p~trk, but paving would increase the frequency and quality of his park experience <br />with his son. <br /> <br />The Park and~p,.e~eation Commission, at their July 23, 1992 Capital Improvements session, <br />requested that !Ci~ Council authorize construction of the paved path as recommended in the July <br />14, 1992 City'Co'oil Case gl.
