WOODLAND GREEN PARK DEVELOPMENT <br />By: Ryan Schroeder, City Administrator <br /> <br />CASE <br /> <br />Background: <br /> <br />On Thursday, j[une~l 1, 1992 the C~ty held a joint City Council/Park and Recreation Commission <br />meeting. The foeu~l of the meeting seemed to be neighborhood park development. At the meeting, <br />eight persona from ~ve properties in Reilley Estates and Stanhope River Hills were present. They <br />requested'pafi~ development of the dedicated property at 155th Lane N.W. and Roanoke Street <br />N.W. (Reilley East Park). <br /> <br />Accordin£ to the C~mprehensive Parks and Open Space Plan dated April 4, 1991, the City has 38 <br />park area~in e s3. <br /> ~ ~ ~ yStem. Six parks (Central, Titterud, River's Bend, Autumn Heights, Traprock <br />Commons arid?the Ramsey Elementary School) are developed beyond playground equipment. <br />Seven otherS, inch~ding Woodland Green Park, have playground equipment. Twenty-five are <br />undeveloped, ~ <br /> <br />The neighborh0od~outh of the Boy Scout Camp, east of Highway #47 and north of River's Bend, <br />currently eo~iS~ts 0~f 265 lots in eight subdivisions. There are also 49 unplatted parcels, one of <br />which is the pr0pos~c120 lot River Bluffs Addition. <br />Within thesa ~ubdivisions are two dedicated developable parks (Reilley East and Woodland <br />Green). A ~tty owned drainage area (Reflley West Park) and an outlet along the Rum River <br />(Stanhope Riv~ Hills Park) are public passive recreation areas. <br />Currently, the five~ere Woodland Green Park is the only park in the area with any development. <br />It can only beiaceassed from 155th Lane N.W. east of Barium Street N.W. A drainage swale <br />exists off 156t[1 Lafie N.W. just west of Yakima Street N.W., but due to foliage and erosion, it is <br />inaccessible through) this area. It is apparent that if the drainage swale was cleared to a ten foot <br />width and pardi, ihe neighborhood would have access to this park. Staff is of the opinion that <br />clearing/pa~,iii~ th~ swale and completing the balance of a trail connecting 156th Lane N.W. to <br />155th Lane lq,W. i~ far superior to initiating any development of other parks in the neighborhood. <br />Grading of R¢illeY East Park doesn't provide much improvement, will create increased demand for <br />services andi ¢~tpil ii outlay, would be redundant of Woodland Green Park (which is in close <br /> <br />proximity) arid <br />access to Worx <br />of the projectil <br />border and fll <br />maintenance!p <br />projects in oUr, <br /> <br />.ther ffore would not receive Staff support for improvement at this time. Improving <br />[lanr Green Park is Iow cost and low maintenance. We have also proposed, as pan <br />iml :oving the playground area by reformatting the equipment, placing a timber <br />ing ~,ith pea rock. This second portion of the project will be conducted by our <br />erso ariel and addresses the department goal of completing two to three similar <br />~ark~ each year.
