The proposal is for a facility that would <br />crush dern~ita, on ~tsphalt and concrete into aggregate for resale to contractors. The subject property <br />is zoned; B~sijnes~ Warehouse (BW) and the 75% of the operation devoted to crushing demolition <br />asphalt and ~onC~te would be considered a heavy industrial use; therefore, the need for the <br />conditionalluSe P~'mit. Approximately 25% of thc operation would consist of retail sales of other <br />miscellaneoM lan~caping supplies. Thc proposed location of the facility is east of Gateway North <br />Industrial ~ at ~e intersection of 143rd Avenue N.W. and Jaspar Street N.W. <br />Although on ~h¢~,~ce of it, the application would appear to bc subject to our regulations for solid <br />waste man~g~me,fit facilities, it has been documented in previous cases that thc City's position is <br />that recyclable mfi, terials are waste unless the material is being processed with a resulting new end <br />product of. ~v~ue ~eing produced on the site. In Bury's case, thc demolition materials are being <br />processed into a n~w end product of value -- aggregate. <br /> <br />The stoekptlo heights arc proposed to be limited to 32 feet in height. Thc applicant is proposing <br />that the ~t~ ~am0unt of stockpiled rubble and aggregate permitted on the site be established at <br />250,00Ocu[:~ ya~:ts. It is estimated that in the first year of operation, there will be approximately <br />38 incomi~ ~ad~ of demolition debris and 38 outgoing loads of aggregate on average per day; the <br />retails sal¢.~[ ~:omfthe contractor supply yard is estimated at 10 incoming loads and 15 outgoing <br />loads per d~y ~ applicant is anticipating that by the third year of operation and thereafter, there <br />will be 58 ifiC ming loads of debris and 58 outgoing loads of aggregate on average per day. <br />The propo~.: fao~lity in Ramsey will be the fourth such site for Bury and Carlson. The other <br />facilities ~ :~,.~ in Maple Grove, Bumsville and Minnetonka. Eight members of City Staff, the <br />Planning a~,~Zo~g Commission and City Council toured the facilities in Burnsvillc and Maple <br />Grove. I co0tact~l representatives from each of these cities. The site in Burnsville required a <br />conditional!u~ze 1~. rmit because it involved stockpiled material. Burnsville is very pleased with <br />Bury and ~son[s operating standards. The site in Maple Grove is a permitted use and they too <br />report no l~o~ble .~as with Bury and Carlson. The site in Minnctonka is considered lawful non- <br />conforminga~d dge to be phased out. Minnetonka staff reported that the minor problems that have <br />arose are attributable to urban type development encroaching on the site. <br /> <br />Obviously, the cojacerns with an operation of this type are dust and noise. The facility is subject to <br />MPCA pe~nSand as such, MPCA will monitor dust and noise levels.
