I

I

I

July 13,: 1992

D. R. GRISWOLD & ASSOCIATES

201 V,'. BURNSVILLE PARKWAY, SUITE 118, BURNSVILLE, MN 55337 612/894-6287FAX 612/89(~-i579

PLANNING CONSULTANTS

City
City of ~amsey
15153~ NoWthen Blvd. N.W.
RamseY, MN 55303

RE: Bury & Carlson Ramsey Recycling Center

There are two significant and important public policy
benefits from the proposed Bury & Carlson recycling
facility!. First is a 100 to 1 reduction of materials that
would o~herwise be landfilled. Second is conservation of
virgin a~gregates.

At the.Present time, when redevelopment occurs, when
str~e~ l~ reconstructed, when a driveway is rebuilt, or when
a b~ld~ng foundation is dug up, the demolition materials
such as the old concrete block, the old curb and gutter, the
old a~p~alt and the old driveway apron end up as landfill
mate~.ia~__ Sometimes the material goes to a licensed
sanit&ry~landfill and sometimes to an unregulated site. Un-
like Dr~a~ic waste, it does not decay, it does not disin-
tegrate,i The material lasts forever. Centuries from now,
the COnclrete demolition and the asphalt demolition will be
in baSiCally the same condition as when it was deposited.

A far better solution is to recycle. 98% of used concrete
can be r~cycled as Class 5 gravel. 1% of used concrete can
be ~eCyc~ed as ferrous metal. Only 1% of recycled concrete
goes to ~andfill. That 1% is mostly wood.

The recycling process is simple. The demolition concrete
and demolition asphalt are crushed just .like freshly .mined
rock and[gravel. The recycled conrete and asphalt is stock-
piled, for future use. There is nothing experimental or
uniq%le about the processing. It is just an ordinary crush-
ing OPeration. No exotic equipment or dangerous chemicals
are involved.

75% Of the proposed Bury & Carlson Ramsey facility is
plaruned ~or recycling concrete and asphalt . The remaining
25% i~ ~lanned for a contractor supply yard. Sand, ag-
gre~a~e~, and related materials will be for sale for
la~dS¢~ping and light construction projects. This will be a
convenience for the contractor or individual who needs to
dispose Of demolition materials and supply a redevelopment
projeCt, i
