§ 4.40 <br /> <br />Water and Sewer Utilities <br /> <br />4.40~20 Opening Hydr-,~ts. No person, except authorized City employees or a <br />member of the Fire Department in case of fire, shall be allowed to open any fire <br />hydrant in the water system for any purpose whatsoever, without first securing <br />authorization from the City. <br /> <br />4.40.21 Variances. The Council may permit variances from the strict <br />appliance of any of the provisions of this section if it is satisfied that there are <br />special circumstances or conditions affecting the premises for which the variance <br />is requested and that the granting of such variance will not materially affect <br />adversely health, safety or general welfare or public or private property. For the <br /> purpose of this paragraph, the cost of a "typical residential <br /> street" shall be defined as the cost determined annually <br /> based on the construction costs during that year for each type <br /> of street constructed to current City Standards. <br /> 2. Remainder of cost is paid by M.S.A. <br />b. Residential Street <br /> <br /> 1. Assess the total cost o£ initial construction on a unit method <br /> or front foot basis. <br /> <br />2. Assess 50% of the cost for reconstruction/overlays on e:dsting <br /> bit~r~nous street with the remaining 50% being assessed to <br /> the Cit~,. <br /> <br />3.
