RY AND CARLSON, INC. TO ESTABLISH A DEMOLITION <br />CoNcRETE ~ND ASPHALT PROCESSING FACILITY IN THE BUSINESS <br />WAREH0~SEr DISTRICT BASED ON FINDINGS OF FACT # AND <br />DECLARING TERMS OF CONDITIONAL USE PERMIT -- <br /> <br />This perm~t shall remain in effect so long as the conditions imposed herein are complied <br />with, i <br />The- site shhll be constructed and operated in accordance with the site plan consisting of five <br />(5) sh~etS,ldrawn by D.R. Griswold and Associates, dated June 16, 1992, revision date <br />July :30, 1~2, attached hereto as Exhibit A. <br /> <br />The st~kl~iled materials on the site relating to the processing of demolition concrete and <br />asphalt in~ aggregate shall not exceed two hundred fifty thousand (250,000) cubic yards at <br />any one nme. <br />Stoc!cpile~ i0eights shall not exceed thirty-two (32) feet as measured from the existing <br />ground ele~tafion over which it is placed. <br /> <br />All landsea, ping including trees, shrubs, sod, mulch, pond area, irrigation systems, fencing <br />and: tla~ eogstrucfion of the screening berm shall be implemented during the t-n-st phase of <br />this',fatilitYlwhieh shall be the stockpiling of rubble material. <br /> <br />The pga'mince shah be required to conform to the Minnesota Pollution Control Agency <br />standards ~ to the regulation of noise, odors, dust and any other health and safety issues. <br />The pennit~ee shall provide the City of Ramsey with a copy of the MPCA Air Emission <br />Permi,'ti and! any other permits, correspondence or repons applicable to the Ramsey site. <br />The City sl~all uphold the State standards by requiring testing upon the premise that an <br />en~~tal problem may exist. <br /> <br />No stoekp![ing of material shill occur on the site prior to the issuance of the Air Emission <br />Permit ~om the Minnesota Pollution Control Agency (MPCA) for the Ramsey site. <br /> <br />All landscaping as mentioned above shall be completed within one year of the date the <br />conditional ~Use permit is approved and plant materials shall be maintained and replaced as <br />necessary qn a permanent basis. The permittee shall provide the City with a financial <br />gUaranfee ir~ the amount of Ten Thousand Dollars ($10,000.00) to insure the completion of <br />the landsealSing improvements. The financial guarantee may be in the form of cash or an <br />irrevocable Letter of Credit or some other form of financial guarantee acceptable to the City. <br /> <br />A buildinglpermit shall be required for the construction of the scale-house and said <br />struetm'e sh~l be constructed in accordance with Sheet 4 of 5 of the approved site plan <br />drawn by D~R.
