The sketch plan consists of one sheet drawn by N.C. Hoium dated May <br />1992. We offer the following comments: <br /> <br />1. General: iThe proposed plat is in the Business Warehouse (BW) District and consists of <br /> approximately 17 acres to be subdivided into one lot and Outlot A. The proposed plat <br /> boundariets also take in the existing Ouflots B and C of Gateway North Industrial Park. It <br /> is ou~ understanding that the developer is in the processing of acquiring these outlots but <br /> prefers not to bring them into the plat. The plat boundaries should be modified <br /> accordingly. <br /> <br />2, Lot Sizes .and Dimensions: The minimum lot size in the BW District is one acre. Lot 1, <br /> Block 1 6f Bury and Carlson Addition measures approximately 15.5 acres, 17 acres <br /> including the ponding area proposed as outlot. <br /> <br />3. Drainage:; What is designated as Outlot A in the sketch plan is an existing wetland. Staff <br /> recorm'nends that this designation of this outlot be changed to drainage easement in the final <br /> plat. The City's Comprehensive Stoma Drainage Plan calls for an outlet from this ponding <br /> area: through Outlot B, Gateway North Industrial Park, to the east and eventually <br /> dischar~es[throu,~h the existin~ storm sewer in place alone Sunfish Lake Drive. <br /> <br />4. Transportation: The City's thoroughfare plan calls for a collector street north of the railroad <br /> <br /> in the ~plat~ it should be norad for the record that Outlot B would facilitate such a road <br /> corridor. <br /> <br /> The Fester(Cemetery is encompassed on three sides by the subject plat. It is reasonable to <br /> expect tha~ access to the cemetery be provided from a dedicated roadway. It is also <br /> reasonable io expect that 143rd Avenue would be extended to the east at some point in the <br /> future.. The current alignment of 143rd would dictate that extension to the east will require <br /> 33 feet of right-of-way along the northern boundary of the proposed plat. <br /> <br />It is Staffs recomnaendation that the final plat be redrawn to provide a 33 foot wide or, riot <br />across the ntOrthern boundary of the plat. The Development Agreement should then require <br />that the:developer provide the CiLv with access to the cemetery with an easement across that <br />outlot on the northern boundao' and an easement from tim[ out]or south to the cemetery, <br /> <br />/35 <br /> <br /> <br />
