RESOLUTION CALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR IMPR0~E ,~.~ENT PROJECT it/92-04 (CRACK FILLING AND SEALCOATING OF PONDVALE ~STATES 1ST AND 2ND ADDITIONS) WHEREAS~,[ by a resolution passed by the City Council on August 11, 1991, the City Administrator was di~'ected to prepare a proposed assessment of the cost of improvements on streets in Pondvale Estatea'ls[~d 2nd Additions; and WHERF.,AS~ ithe City Administrator has notified the City Council that such proposed assessment has been cOmpleted and filed in his office for public inspection. NOW THEgEFOI~E, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, A~N~OKA COUNTY, STATE OF MINNESOTA, as follows: 1) That a public [hearing shall be held on September 8, 1992 at 7:30 p.m. at the Ramsey Municipal Center:t~pass upon such proposed assessment and at such time and place all persons owning property !fffee~ted by such improvement will be given an opportunity to be heard with reference to such assossm~nt. 2) 3) That the.City Administrator is hereby directed to cause a notice of the public hearing on the propos~xl'asse~sment to be published once in the official newspaper at least two weeks prior to the hearing, ~,ndilje shall state in the notice the total cost of the improvement. He shall also cause mailed ia0fice [to be given to the owner of each parcel described in the assessment roll not less than two wealds pfibr to the hearings. That th~ °wne? of any property so assessed may, at any time prior to certification of the assessment by the C0untyiAuditor, pay the whole of the assessment of such property, with interest accrued to the dat~ af payment to the City, except that no interest shall be charged if the entire assessment is paid with'in 3Q days from the adoption of the assessment. The owner may at any time, thereafter, pay to the C!lJy the entire amount of the assessment remaining unpaid, with interest accrued to December 3!~f the year in which such payment is made. Such payment must be made before October 15 or interest will be charged through December 31 of the succeeding year.
