I I Councilmembe, riL I introduced the following resolution and moved for its adoption: RESOLUTION g92-05~ RESOLUTION (~,ALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR IMPROYEMENT PROJECT g92-08 (CRACK FILLING AND SEALCOATING OF WHISPERIp{(~ PINES ESTATES AND WHISPERING PINES ESTATES PLAT 4) WHEREAS~ by a resolution passed by the City Council on August 11, 1991, the City Administrator~as ~teA to prepare a proposed assessment of the cost of improvements on Whispering Pines Es!_a_!es an{! ~ng Pines l~states Plat 4; and WHERll~A,S,[the City Administrator has notified the City Council that such proposed assessment has been c0rnlJl~ ~d filed in his office for public inspection. NOW THERI~FORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: I) That ai:p.ubliEhearing shall be held on September 8, 1992 at 7:30 p.m. at the Ramsey Municipal Center, ,to~a~ upon such proposed assessment and at such time and place all persons owning pr0Per!Y!aff~.ted by such improvement will be given an opportunity to be heard with reference to such assessment. 2) That &ei City, Administrator is hereby directed to cause a notice of the public hearing on the propOs~!~ ass~s~ sment to be published once in the official newspaper at least two weeks prior to the hearing, '.and he shall state in the notice the total cost of the improvement. He shall also cause mailed n0.. fief!to be given to the owner of each parcel described in the assessment roll not less than two wee. ks prior to the hearings. 3) That tile ~wa. r of any property so assessed may, at any time prior to certification of the assessment by the .C0tml Auditor, pay the whole of the assessment of such property, with interest accrued to the dat~i 9f p! ,ment to the City, except that no interest shill be charged if the entire assessment is paid Wit~n 2 days from the adoption of the assessment. The owner may at any time, thereafter, pay to !flie O' the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. Such payment must be made before Octol~ 15 Or interest will be charged through December 31 of the succeeding year. The motion for the adbpfion of the foregoing resolution was duly seconded by Councilmember and upon vote b~ling!t~ken thereon, the following voted in favor thereof: and the following v°t~ against the same: and the following were absent: and the following abstained: whereupon said n~olfition was declared duly passed and adopted by the Ramsey City Council this the 1 lth day of August~ 1~992. !
