Councilmern~, RESOLUTION C FOR IMPP~O;VE]~ RUM RIVi~R, Hil introduced the following resolution and moved for its adoption: RESOLUTION g92-08:_.._ ALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT [ENT PROJECT g92-10 (CRACK FILLING AND SEALCOATING OF ,LS ADDITION) WHER~ AS, by a resolution passed by the City Council on August 11, 1991, the City Administvat0~f ~as~reeted to prepare a proposed assessment of the cost of improvements on Rum River Hills Addifitm; and ; WHEREASi the City Administrator has notified the City Council that such proposed assessment has been comOl'~eted ~d filed in his office for public inspection. NOW THERi~FORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, AI~IOI~A COUNTY, STATE OF MINNESOTA, as follows: 1) That a ~bli~, hearing shall be held on September 8, 1992 at 7:30 p.m. at the Ramsey Municipal Center,~ Ito l~Ss upon such proposed assessment and at such time and place all persons owning prope~ affe)fted by such improvement will be given an opportunity to be heard with reference to such a~sst~lent. [ 2) That th~ City Administrator is hereby directed to cause a notice of the public hearing on the pr0p0$e~l a~Ssment to be published once in the official newspaper at least two weeks prior to the hearing,~and [he shall state in the notice the total cost of the improvement. He shall also cause mailoa~r:~,~ti ~. to be given to the owner of each parcel described in the assessment roll not less than two wbeks prior to the hearings. 3) Thai th~own~r of any property so assessed may, at any time prior to certification of the assessment bytheiC, ount~ Auditor, pay the whole of the assessment of such property, with interest accrued to the daga j~fp~yment to the City, except that no interest shall be charged if the entire assessment is paid Within ~3]0 days from the adoption of the assessment. The owner may at any time, thereafter, pay to. tile CRy the entire amount of the assessment remaining unpaid, with interest accrued to D~enib~r 3~ of the year in which such payment is made. Such payment must be made before Octol~ i5 o~ interest will be charged through December 31 of the succeeding year.
