One of the main reasons was a change in the scope <br />as outlined in your August 2, 1991 request for proposals. Your <br />request for proposals sated that streets and lateral utilities were <br />to be provided for approximately 75 lots and estimated street <br />length to be installed was 4,400 feet. The actual number of lots <br />fully developed was 106 and the total street length built was <br />approximately 6,300 feet.
