Ramsey, MN 55303 Re: Billing of Field Services Improvement Projects 91-13 and 91-14 Dear Steve: As requested, we have reviewed our billing of field services for Improvement Projects 91-13 and 91-14. Since the projects overlapped, the costs should be combined as one project for comparing the estimated cost versus actual costs. Following is a comparison of the estimated staking and inspection costs to the actual billed cost: Estimated Billed Staking Inspection Totals: $33,950.00 $47,700.00 $81,650.00 $53,911.93 $43,500.30* $97,412.23, *Included bill of $1,864.42 for testing by STS Consultants, Ltd. In reviewing the actual billed costs to the estimated costs, and subtracting the STS bill from our billing, our billing exceeds our estimated cost by $13,897.81. There are a number of reasons why our actual costs exceeds our estimated costs. One of the main reasons was a change in the scope as outlined in your August 2, 1991 request for proposals. Your request for proposals sated that streets and lateral utilities were to be provided for approximately 75 lots and estimated street length to be installed was 4,400 feet. The actual number of lots fully developed was 106 and the total street length built was approximately 6,300 feet. These increases alone would result in an increase in field services of $10,234.
