The plat consists of <br />approximately 48 [acres and ts proposed to be developed wnh szngle famfl.~ urban res~denual lots. <br />She stated thq property is zoned R-1 Urban Residential, except for a small portion of property in <br />the southeast ~:om~r of the plat which is zoned R-3 Urban Residential. The R-3 Urban Residential <br />portion is ow~edi~y Mr. Robert Bernstrom. The plan is to rezone that portion of Mr. Bernstrom's <br /> roperty to R~I U~'ban Residential for inclusion in the plat In exchange, Outlot B of the proposed <br />plat will th~niber~zoned to R-3 Urban Residential for conveyance and combination with Robert <br />Bernstr°m~ ~xist[ng R-3 parcel. She stated with one exception, all lots in the plat meet the <br />minimum Wiqlth ~d area requirements and added that the plat is impacted b>, Wetland 2-658W. <br />She added th~,t th~ plat fronts on Nowthen Boulevard N.W., but all the lots will have access onto <br />interior Stree~ and street alignments have been designed in accordance with the recommendations <br />of the City Etllgin~er. Ms. Frolik stated that Anoka County and the DNR have been contacted for <br />review an~ Co~t~rn~nt and an>, concerns are addressed in th~ Staff letter dated April 29, 1992. <br />Council reviewed ~e City Staff letter dated April 29, 1992. <br />Motion by C0unCilmember Beyer and seconded by Councilmember Zimmerman to approve the <br />preliminary ~lat ifor Fleischer's 2nd Addition dated April 29, 1992, drawn by Caine and <br />AssociateS,~ ~c~nti~gent upon all lots containing 10,800 square feet above ordinary high water; the <br />developer prtvidit~g soil borings and lowest floor elevations for all lots in,the plat; and submittal of <br />a drainage pl~ to[address drainage issues discussed in Item '7 of the Cit> Staff review letter dated <br />April 29, I99g. ! <br /> <br />Motion ca~. In designing <br />the plat, it _b~.',am{ evident that the southeastern area would be more workable with the acquisition <br />of a small piece of the adjacent property form Robert Bernsrrom. Mr. Berns~-om is proposing to <br />sell the reml~r!of hzs pan:el to Lord of Life m the near future so that the church will gmn some <br />additional fr~' ' 'ntage on Nowthen Boulevard N.W. Mr. Bernstrom agreed to a portion of his <br />property boxing Platted into Flezscher s 2nd Addmon m exchange for Outlot B of Flezscher s <br />Addition. W~I~ ~e acquisition of Outiot B, Mr. Bernstrom's parcel would gain a,dditional frontage <br />on Nowthe:r~ Boulevard N.W. and make it even more desirable for the church s purposes. Ms. <br />Frolik added trhat ~he parcel to be acquired from Robert Bernstrom is zoned R-3 Urban Residential <br />and needs to! be_ /~ezoned to R-1 Urban Residential for development with single familv urban <br />residential l°gS. The outlot to be conveyed to Mr. Bernstrom is zoned R-1 Urban Residential.
