pDLIcy FOR ASSISTING INDIVIDUALS WITH HOOKUP <br /> CHARGES TO WATER AND SEWER UTILITIES <br />REC~IViJNG AVAILABILITY FROM SUBDIVISION EXTENSIONS <br /> <br />Preamble: <br /> <br />Municipal sewer arid water utilities represent a higher level of both treatment and monitoring than <br />are afforded b~in~vidual on-site systems. In addition, the City has a significant investment in the <br />infrastructur~ a. ssO~iated with these utilities and it is therefore in the best interest of the utility to <br />have as many ~vail~ble customers connected to these utilities thereby reducing costs for all of the <br />utility custorn~rs. !For this reason, the City has passed an ordinance requiring hookup to the <br />system withi~ ~w0.~ears of availability to the utility. <br />This compulSOry t~ookup may cause property owners to incur costs which they may find a <br />financial bur~lq~n. I~ is then appropriate that some mechanism allow such homeowners to comply <br />with City ordinances, yet avoid unreasonable financial burdens. <br /> <br />Policy: <br /> <br />This policy sh,~ll aPply in cases where a property owner is subject to compulsory hookup to <br />municipal serVibesi~tle to the two year availability rule. <br /> <br />It shall be the P~>licy~ of the City of Ramsey to allow sewer and water hookup fees to be collected as <br />a special assas~meqt to the property, payable over a period no greater than ten years with interest <br />on the outsta~n~ng balance, as a courtesy to the property owner. The interest rate to be charged <br />shall be in a¢¢brda~ee with existing City policy and the exact term of the assessment shall be <br />determined bY !he (~ity Finance Officer. The owner shall sign a request for this hookup charge to <br />be implement[ as ~ special assessment and shall waive a right to a public hearing. <br /> <br />Specific item8 .ligi~le for consideration may include sewer and water trunk charges, the S.A.C. <br />charge collecte by,he City and paid to the Metropolitan Waste Control Commission and W.A.C. <br />charges. Char es.Which shall be ineligible for consideration shall include the cost of building <br />replumbing, ~e /er ~d water laterals laid on private property and abandonment of private sewer <br />and water utilfffes.
