AND JUNIPER RIDGE DRIVE N.W. <br /> By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />Earlier this sp~ing,~City Staff received a request from a citizen to review the speed limit along <br />Roanoke Srr~q't N.~N'. from 153rd Avenue N.W. to Juniper Ridge Drive N.W. Presently, this <br />segment of MSA r6adway is unsigned as to speed limit. Since development along this segment is <br />not suffieienti~ d~se to qualify it as an urbanized district as defined by State Statute Section <br />169.14 (5b), th~ letlal speed limit is 55 mph. State law requires that all speed limits other than 30 <br />mph in urban[ ar¢ls and 55 mph in rural locations be determined by the Commissioner of <br />Transportatiqni:foll~,wing an engineering study. The City Council adopted a resolution requesting <br />such a study, o~Ma~t 26, 1992. Mn/DOT has completed this study and has authorized a speed limit <br />of 40 mph on t,.his segment of roadway. The authorizing letter is enclosed. <br /> <br />Observations: <br /> <br />The engineCrin s~dy to determine appropriate speed limits is based upon a number of factors <br />including sight '~istimces and ball bank measurements around curves. However, the speed survey <br />is the greate~ f :to~. in determining appropriate speed. Generally, an appropriate speed limit is one <br />at which 85% ~ ~m6torists will travel. The enclosed field speed survey sheet shows that the 85th <br />percentile's~ lo, this segment of roadway falls between 43 and 45 mph.
