~ AWARD ENGINEERING CONTRACT FOR <br />[SERVICES RELATING TO SUNNY PONDS ADDITION <br /> i(PREVIOUSLY FLEISCHER'S 2ND ADDITION) <br /> By: Steven J. Proposals were received from all five <br />of the engin~.e~ng ,consultants, copies of which are also enclosed. A summary of proposal costs <br />has also been l~rep~ed. In my request for proposals I have asked for a not-to-exceed amount for <br />basic engine~g s~rvices and an hourly rate with an estimate of the total number of hours required <br />for technical_c~hs.t~-uction services, which would include staking and inspection. Construction <br />services can V~iry g~atly depending upon weather conditions and contractor ability, and therefore <br />is more fairly ~ora~ensated on an hourly basis. In the past, the City has awarded engineering <br />service contr~., ba~ed upon the lowest cost proposal for basic engineering services. <br />The firm of 14;ka4son Anderson has submitted the lowest cost proposal for basic engineering <br />services at :$!;B.,900, while Maier Stewart was second low with a price of $15,000 which is <br />approximate!y!8% higher. The remaining three firms submitted proposals which ranged between <br />32% to 63% h~he~ for these services. The hourly rate for inspection services between Hakanson <br />Anderson andiMa~er Stewart are within 5%. Whereas, RCM and McCombs Frank Roos had <br />hourly rateS :b~tw~n 31% and 42% higher. TKDA did not provide sufficient information to <br />determine th~ ~our~y rate for this activity. The hourly rates for staking service are presented in <br />various format~ ,beCause of crew size, however, I would conclude that the various rates in terms of <br />staking outpu! Is: yery competitive among the four consultants who submitted hourly cost <br />information. , r <br /> <br />Recommendation: <br /> <br />In keeping wttl~ the~City Council's past policy of awarding engineering work to the lowest not-to- <br />exceed cOst f~ basic engineering services, I recommend we award the engineering work to <br />Hakanson Arld~rs°~ Associates. <br /> <br />I would further;reeO~mmend that the City Engineer be authorized to du'ect work to commence only <br />after a surety i~; received by the developer sufficient to cover the cost of the basic engineering <br />services.
