OF LAND CHAPTER OF THE CITY CODE. <br /> <br />AN ORDIN~N,~E AMENDING CHAPTER 9 AND REPEALING SECTION 9.22 <br />ENTITLED i"FI.I, OOD PLAINS". <br /> <br />The City Cou~cil Of the City of Ramsey, Minnesota hereby ordains: <br />SECTION L ~ <br />The followirtg!offiCAal summary of Ordinance//92-, has been approved by the City Council of <br />the City of Ra/,nsay~ as clearly informing the public of the intent and effect of the ordinance: <br /> <br />It is the intent and effect of Ordinance//92- to update the City's Zoning Code by revising its <br />Flood Plain C~i apte~r so as to be in conformance with Federal Flood Plain regulations. This chapter <br />designates and id~t~tifies three zoning chapters with the City as overlay disu'icts. These zoning <br />districts are la'~ ~ele~, :Floodway, Flood Fringe and General Flood Plain. Rules and regulations for <br />the subdivisi°~, and development of property within these districts are provided for in this chapter. <br /> <br />A printed copg~ of Ordinance g92-. is available for inspection by any person at the Ramsey <br />Municipal Ccnler. <br /> <br />SECTION 2i ~ AMENDMENT <br /> <br />Section 9.22 is[mended to read as follows: <br />9.22 FLOOD PLAINS <br />9.22.01 .~taliutory Authorization, Findings of Fact, and Purpose. <br /> ~;ubd. I Statutory Authorization: The legislature of the State of Minnesota <br />has, in Minne~ota iStatutes Chapters 103F, 104 and 462 delegated the responsibility to local <br />government Ugits t9 adopt regulations designed to minimize flood losses. Therefore, the City <br />Council of the City ,of Ramsey, Minnesota does ordain as follows: <br /> Subd. 2 Findings of Fact: <br /> <br /> The flood hazard areas of Ramsey, Minnesota, are subject to periodic <br /> inundation which results in potential loss of life, loss of property, health <br /> and safety hazards, disruption of commerce and governmental services, <br /> extraordinary public expenditures or flood protection and relief, and <br /> impairment of the tax base, all of which adversely affect the public health, <br /> safety, and general welfare. <br /> <br /> b. Methods Used to Analyze Flood Hazards. This ordinance is based upon a <br /> reasonable method of analyzing flood hazards which is consistent with the <br /> standards established by the Minnesota Department of Natural Resources. <br /> <br /> <br />
