Box[547 <br />Anon, ~ 55303 <br />Re: i~li~nary Plat Review; Ramsey Meadows <br />Gilb~: ~ <br /> <br />· 1612) 427-1410 <br /> <br />We ih$ve!~ceived the preliminary plat for Ramsey Meadows which consists of one <br />sheet ~ra~Vn by Caine and Associates dated April 3, 1992. We offer the following <br />conln~entsl <br /> 1. ! ~ The subject property is zoned R-1 Urban Residential. <br />2. : i ~ The proposed plat consists of approximately 29.5 acres to be <br /> de~eeloped <br /> with municipal water and sanitary sewer and subdivided into 31 <br /> i single family lots. <br />3. Lt/t Sizes and Dimensions: The minimum lot width in the R-1 Urban <br /> R~idenfial District is 80 feet, or 90 feet on comer lots, and the minimum lot <br /> ar~a is 10,800 square feet. All of the lots meet the minimum dimension and <br /> ar~ requirements, with a couple of exceptions as noted in Item 4 below. <br /> <br />4. W~.flands: The northwest portion of the plat is impacted by DNR Wetland <br /> #729 and the southeast portion of the plat is impacted by DNR Wetland <br /> : #658. The ordinary high water elevation of these wetlands should be <br /> established by DNR, however, this elevation is believed to be <br /> .~l~roximately 860'. A portion of 150th Lane will impact this wetland. An <br /> y Corps of Engineers nationwide permit should allow for this degree of <br /> impact. It is desirable to maintain minimum lot areas of 10,800 square feet <br /> abbve this elevation. Lots 3 through 14 of Block 3 and Lots 1 through 6 of <br /> B16~ck 1 are adjacent to these wetlands. Lot 3 of Block 1 and Lot 4 of Block <br /> 3 ate slightly below this minimum. Lot 5 of Block 1 has only 6,400 square <br /> feet above the 860' elevation. <br /> <br />SeWer and Water Improvements: The subdivision will be serviced with <br />Cit~ sewer and water. <br />~ The street system proposed in the preliminary plat is a sound and <br />logical plan. It is worthy to note that the existing land ownerships create <br />difficulty in determining what extent of the su'eet improvements should be <br />the{responsibility of the developer. Staff recommends that the plan be <br />approved as presented, and that the requirements for the improvement <br />installation be negotiated with the developer as a function of the <br />development agreement associated with the final plat. <br /> <br />105 <br /> <br /> <br />
