E~T TO CHAPTER 9 WHICH IS KNOWN AS THE ZONING AND <br /> LAND OF THE <br />SUBDIVI$IO;N ~0F CHAPTER CITY CODE. <br />AN oRDIMJkNi~E AMENDING CHAPTER 9 AND REPEALING SECTION 9.22 <br /> <br />The City CoU il o,f the City of Ramsey, Minnesota hereby ordains: <br />SECTION :Ii [ ~ <br />The following ~ffi~al summary of Ordinance g92- has been approved by the City Council of <br />the City of R~sey[as clearly informing the public of the intent and effect of the ordinance: <br />It is the inteni ~nd ~fect of Ordinance g92- to update the City's Zoning Code by revising its <br />Flood Plain ~h~ pte~r so as to be in conformance with Federal Flood Plain regulations. This chapter <br />designates arkl~3eg~fies three zoning chapters with the City as overlay districts. These zoning <br />districts are 1,a}:~ ledl'Floodway, Flood Fringe and General Flood Plain. Rules and regulations for <br />the subdiVisiO~anflfdevelopment of property within these districts are provided for in this chapter. <br /> i, <br />A printed cOpy!of Ordinance 4/92- is available for inspection by any person at the Ramsey <br />Municipal C~n~r. i <br />SECTION 2~ ' AMENDMENT <br /> [ <br />Secti°n 9'22 is !me~ded t° read as f°ll°ws:, <br />9.22 FLOOD PLAINS <br /> <br />9.22.01 ~tat~tory Authorization, Findings of Fact, and Purpose. <br /> Sub~. 1 Statutory Authorlzatmn: The legislature of the State of Minnesota <br />has, in Minne~ta ~tatutes Chapters 103F, 104 and 462 delegated the responsibility to local <br />government' U~ts t6 adopt regulations designed to minimize flood losses. Therefore, the City <br />Council of th~ ~ity ~f Ramsey, Minnesota does ordain as follows: <br /> ~$ubO. 2 Findings of Fact: <br /> <br />The flood hazard areas of Ramsey, Minnesota, are subject to periodic <br />inundation which results in potential loss of life, loss of property, health <br />and safety hazards, disruption of commerce and governmental services, <br />extraordinary public expenditures or flood protection and relief, and <br />impairment of the tax base, all of which adversely affect the public health, <br />safety, and general welfare. <br /> <br />Methods Used to Analyze Flood Hazards. This ordinance is based upon a <br />reasonable method of analyzing flood hazards which is consistent with the <br />standards established by the Minnesota Department of Natural Resources. <br /> <br /> <br />
