' '~Sul~d. 8 Definitions: Unless specifically defined below, words or phrases used in this o~n'_~ce shall be interpreted so as to give them the same meaning as they have in common usag6~ and~ so as to give this ordinance its most reasonable application. i"/~qcessory Use or Structure" a use or structure on the same lot with, and of a nature custO ,rn~rilY ~ncidental and subordinate to, the principal use or structure. : ~"B~Sement" means any area of a structure, including crawl spaces, having its floor or basels~b .gr~le (below ground level) on all four sides, regardless of the depth of excavation below grOund-jCvcl~. i C0, nditional Use means a specific type of structure or land use listed in the official control thht may be allowed but only after an in-depth review procedure and with appropriate .a°.hditi~ns or restrictions as provided in the official zoning controls or building codes and upon a fin{ling [that: (1) certain conditions as detailed in the zoning ordinance exist and (2) the structure !and]/~r i~nd use conform to the comprehensive land use plan if one exists and are compatible ~ith th6 existing neighborhood. · : t"E~ual Degree of Encroachment ' a method of determining the location of floodway boUn~Sari~s so that flood plain lands on both sides of a stream are capable of conveying a proportionat~ ~hare!°f flood flows. i"FI6od" a temporary increase in the flow or stage of a stream or in the stage of a wetland or lak~tha~results in the inundation of normally dry areas. !'Fid~od Frequency" the frequency for which it is expected that a specific flood stage or discharge ~ay be equalled or exceeded. i ~'FI0od Fringe" that portion of the flood plain outside of the floodway. Flood fringe is synO~ym6us with the term "floodway fringe" used in the Flood Insurance Study for Ramsey. ~'Fl{~od Plain" the beds proper and the areas adjoining a wetland, lake or watercourse wl~ich .have been or hereafter may be covered by the regional flood. ~'FiOod-Proofing" a combination of structural provisions, changes, or adjustments i~ prdperties and structures subject to flooding, primarily for the reduction or elimination of floodldamages. ! Fl odway the bed of a wetland or lake and the channel of a watercourse and those portions ~f tl~e adjoining flood plain which are reasonably required to carry or store the i: !'Obstruction" any dam, wall, wharf, embankment, levee, dike, pile, abutment, projection, excavation, channel modification, culvert, building, wire, fence, stockpile, refuse, fill, structure, or .m~ttertin, along, across, or projecting into any channel, watercourse, or regulatory flood plain which ~ay impede, retard, Or change the direction of the flow of water, either in itself or by catching ~ co!leering debris carded by such water. ~'Principal Use or Structure" means all uses or structures that are not accessory uses ~r st ~ctures.
