The meter ~hall be read at that time to determine the final bill. id. in all cases where water has been turned off for the nonpayment pf bills or for violation of any rules or regulations of the City, such ~vater shall not be again turned on unless and until such bills have been fully paid plus interest and penalty, and all delinquent harges removed and a charge for turning such water on has een paid. 4.40,1~ ~-RIANCES The C. ou~cil may permit variances from the strict application of any of the providionp of this ordinance if it is satisfied that there are special circun~sta~ces or conditions affecting the premises for which the variance is reqjaested and that the granting of such variance will not materially adver~elYl affect the health, safety or general welfare or public or private prope~y~ i Any variation permitted under this provision must be noted on the p~rrm~. Each day t,~ v~olat~on continues shall constitute a separate offense. Any person violating ,any of the provision of this ordinance may also be held liable to the CitY f~r ahy expense, loss or damage occasioned the City by reason of such violation. !
