2.01.04 iOrder of Business. <br /> i Subdivision 1. Each meeting of the council shall convene at the time and <br />place appoint~ tMrefore. Council business shall be conducted in the following order: <br /> ~a. ' Call to order <br /> <br /> Citizen input <br /> <br />Approve agenda <br /> <br />Public hearings <br /> <br />Consent agenda <br /> <br />Council business <br /> <br /> Mayor and Council input <br /> <br /> Adjourn <br /> <br /> ~Sul:i. division 2. The order of business may be varied by the presiding officer <br /> shall be at <br />or upon coUnt{1 mgtion, but all public hearings held the time specified in the notice of <br />hearing. <br /> <br /> Sub, division 3. An agenda of business for each regular council meeting shall <br />be prepared b2yl thetClerk and filed in the office of the Clerk not later than five days prior to the <br />meeting. The ~genSa shall be prepared in accordance with the order of business and copies thereof <br />shall be delivered t~} each council member and to the city attorney as far in advance of the meeting <br />as time for preparation will permit. No item of business shall be considered unless it appears on <br />the agenda for. he!~eeting, but the council may, in its discretion, consider matters not appearing on <br />the agenda. <br /> <br />2.01.05 ~Quo~rum and Voting. <br /> ~ 8ubilivision 1. At all council meetings, the majority of the all the council <br />members eleqt~ sl~all constitute a quorum for the transaction of business, but a smaller number <br />may adjourn fr~m f_~ne to time and the council may punish non-attendance by a fine not exceeding <br />$25.00 for cacti absence after one from any meeting unless a reasonable excuse is offered and <br />accepted bY the[coUr~cil majority. <br /> Subilivision 2. The votes of the members on any question pending before <br />the council ma~ be ~by voice vote, standing vote, or in any other manner of voting which signifies <br />the intention 0tithe <br /> . ~ Inembers, and the names of those voting for and against the questions shall be <br />recorded in the ~minfi, tes. If any member, being present, does not vote, the minutes shall be marked <br />"Present Not V~tin~." <br /> Sub~livision 3. A majority of all members of the council shall be necessary <br />for approval of}any ~rdinance unless a larger number is required by statute. Except as otherwise <br />provided by sm~lute', ~ majority vote of a quorum shall prevail in all other cases. <br /> <br />2.01.06 Ordinances, Resolutions, Motions, Petitions and Communications. <br /> ) Sub~livision 1.
