Councikn~mber <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #92-04-_ <br /> <br />RESOLUTION URGING CONGRESSMAN <br />SPONSOR AND SUPPORT H.R. 3560, <br />PROTECTION ACT OF 1991" <br /> <br />GERRY SIKORSKI TO CO- <br />THE "CABLE CONSUMER <br /> <br /> WHEREAS, Congress must enact cable legislation that protects cable subscribers from <br />unfair cable rates and inadequate cable service; and <br /> <br /> WHEREAS, H.R. 3560 is the only cable television bill pending before Congress that <br />provides cable subscribers the protection they need from dramatic rate increases, inadequate <br />customer service and other abuses by the cable operator;, and <br /> <br /> WHEREAS, H.R. 3560 grants franchising authorities the right to entertain competitive <br />bids for a franchise subject to renewal and gives them the authority to deny a franchise to an <br />inadequate cable operator; and <br /> <br /> WHEREAS, H.R. 3560 provides local regulatory cable commissions and local <br />governments the protection they need in any claim challenging local regulation contemplated by <br />applicable federal, state or local taw or franchise; and <br /> <br /> WHEREAS, H.R. 3560 would require the FCC to establish minimum national customer <br />service standards, but would allow the local regulatory cable commission and local governments to <br />continue to tailor standards that may better serve local needs, even if such standards are more <br />stringent than the FCC's standards. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the Ramsey City Council hereby urges Congressman Gerry Sikorski to co-sign and <br />vote favorably for passage of H.R. 3560 in the Committee on Energy and Commerce and <br />in the full session of Congress. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember . <br /> and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />and the following voted against the same: <br /> <br />and the following abstained: <br /> <br />and the following were absent: <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this <br />the 14th day of April, t992. <br /> <br />ATTEST: <br /> <br />Mayor <br /> <br />City Administrator <br /> <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
