Staff review letter dated April 9, 1992 e) ~Proi~osed Site Plan Development Permit Observation;s: The existin£'clubh0use structure is 2,392 square feet and the proposed expansion to the clubhouse structure is'~t,~80;~quare feet to both levels. The upper level will be used for dining area and the lower level Wiil beiused for pro shop activities. The deck on the northeast wall will be extended to include the.leith ~f the addition and then wrap around and extend the length of the southeast wall again. Theie.~pa~sion will be wood construction like the existing structure. No additional landscaping o~ ihe [site is proposed and the existing off-su'eet parking area is sufficient to meet the needs resUliinl~ fro~ the expansion. With regard ~ the On-site septic system, there should be certification provided that documents the adequacy of tl~e ex!sting system to handle the increased demand resulting from the expansion. Special desig~ comiderations will have to be given to the lower level expansion area to avoid the need for ins~!atio~ of an automatic fire sprinkler system. Commissioner Deemer indicated that a sprinkler sy~tl~m fq~r the kitchen area wOuld be highly desireable; however, he acknowledged the Building oi'fi~al sBould have the ultimate decision in whether such a system is required. Commissioner De{mcr also noted that the clubhouse was not located on Lot 2, Block 6, as was originallY i~de~, It was noted that the golf course owners were in the process of creating an administrafive~Sub~vision to correct this problem. Recommend~atioh: City Staff a~nO th~ Planning and Zoning Commission recommend approval of the site plan contingent tlp~pn p~roviding documentation that the existing on-site septic system will meet the demand of th~ expanded facility and submittal of architectural plans signed by a registered architect.
