~ ~: CASE # <br />AWARD EI~GII~IEERING CONTRACT FOR WOOD POND HILLS SUBDIVISION <br />i ~ By: Steven J. Jankowski, City Engineer <br /> <br />Background,: <br /> <br />On February ~5~,_~!3972 the Ramsey City Council authorized solicitation of requests for engineering <br />proposals f~O~, Pond Hills subdivision. Requests for proposals were sent and received from <br />five engineei'i~ig ill'ms which had indicated interest in providing services to the City of Ramsey. A <br />summary ofit~s~ ~roposals is attached as well as the individual proposals from each fu'm and the <br />initial letter r¢~tueS~ng proposals. <br />As you can:see, t~ere is a significant variation in the proposal for basic engineering services <br />between the fi?e fffms. The average proposal of the three highest fnnns is more than 55% greater <br />than the average fCr the two lowest firms. Our past practice has focused on comparing the prices <br />for basic set ces i°nly, since the costs of inspection and staking are considerable affected by <br />weather eond ioaq and the abilities of the low bid contractor. The lowest price submitted for basic <br />engineering: rvic~s was from Hakanson Anderson Associates, Inc. The second lowest proposal <br />came from' aie~ Stewart & Associates, Inc. and was approximately 14% higher than that <br />submitted b Hag..~anson Anderson, Inc. Although Maier Stewart & Associates, Inc. has not <br />performeit w, ~k fO~' the City of Ramsey in the past, they have performed work for the neighboring <br />communitie~l ', if Elk River, St. Francis, Oak Grove Township, Champlin and Fridley. I consider <br />both firms eal~bteiof Successfully completing work of this nature. <br />The City Engi ~eer[~ng Department has also examined feasibility of undertaking this project. The <br />scope of the ;w )rl~ ~alls for expending an average of 320 hours to prepare plans and specifications <br />within a peri!~ ~ of ~pproximately one month. Even devoting full time, sufficient hours would not <br />be available ~0 complete this element of the work within this interval. During the calendar periods <br />this work Will aee~'to be performed, the Engineering Department will be actively involved in the <br />constructiono !th~ Highway gl0 sewer and water project, preparing contract documents for the <br />Waco Streer ~e~tCn.~ion and providing inspection for the Wood Pond Projects in addition to its <br />routine duti~s.t. I P~opose however, the Engineering Department to provide completion of project <br />feasibility ~ta~ly a~fld the post-construction elements of this project. In addition, some project <br />inspection W0~ld ~so be provided depending upon the status of other City projects at the time this <br />goes to constrttctio~. <br /> <br />Recommend~itioa: <br /> <br />It is my recort haen~tation that engineering services be awarded to Hakanson Anderson Associates, <br />Inc. or M~er"l ~teW~ ~ Associates, Inc. exclusive of the cost elements associated with preparation of <br />the feasibilit~_ !tud) i and post construction services.
