Barrows, Pastor of Grace Community Bible Church, and hereinafter <br />rcf ~/'i~id i~ as "Applicant", has properly applied for a conditional use permit to maintain a <br />pargol!ag¢i(pastor's residence) on the same lot as the church. <br />That ff~¢/~pplicant appeared before the Planning and Zoning Commission for a public <br />heax~i~g p~suant to Sections 9.03.04 and 9.11.01 on March 5, 1991 and that said public <br />hearii~ w~ properly advertised and that the minutes of said public hearing are hereby <br />incor~t~ by reference. <br />That ~,he s~bject property is generally known as 6341 167th Avenue N.W. and legally <br />desori ~:1. as follows: <br />The~¥lcs~[396 feet of the Northwest Quarter of the Southwest Quarter of Section 11, <br />ToWni;hip i32, Range 25, Anoka County, Minnesota. <br /> <br />Tha~ file Sfibject property is approximately 12 acres in size. <br /> <br />That tae sObject property is zoned R-1 Rural Residential, for which churches are not a <br />pe~l,wa:lr Use. The subject property was issued a conditional use permit in 1983 for the <br />estab~hm~nt of Grace Community Church. <br /> [ <br />Tha~e S~rcounding properties are also zoned R-1 Rural Residential. <br />That Sr-x:fi¢n 9.11.01 of the Ramsey City Code states that there shall not be more than one <br />principal b[filding on a lot <br />That o~ FebrUary 12, 1991, the Applicant applied for a conditional use permit to consmact a <br />par~O~ge On the same lot as the church. <br /> <br />That dn january 24, 1984, the City of Ramsey approved the construction of a second <br />principal x~sidendal dwelling on a 60 acre tract of land (PEN 26-32-25-21-0006). <br />That 05~ A,~gust 30, 1988, the City of Ramsey denied a request to consmact a second <br />prin0igal residential dwelling on a 3.3 acre parcel of land (PIN 17--32-25-13-0004). <br /> <br />That.o~ Nc~v.~ ember 11, 1989, the City. of R~rn~ey approved the development of a residential <br />dwe~g al~a_rtment within the church structure on PEN 34-32-25-13-0019 to accommodate <br />visiting miai~ters. · <br /> <br />Thax file prOposed.use will not ~mpaet traffic to the premises. <br />That ~e pr?posed use will not adversely impair the use of surrounding properties. <br /> r <br /> <br />That th~ pr~ posed use is in accordance with the objectives of the Comprehensive Plan. <br /> <br /> <br />
