That the proposed use will be designed, constructed, operated and maintained in order to be harmonious and appropriate in appearance with the existing and intended character of the B- 3 Highway Business District and the proposed use will not change the essential character of the B-3 Highway Business District. That the proposed use will not be hazardous or disturbing to existing or future neighboring land uses. That the proposed use will be an improvement to the property in the immediate vicinity and to the community as a whole. That the proposed use will be adequately served by essential public services and facilities. That the proposed use will not create excessive additional requirements at public cost for public facilities and services and that the proposed use will not be detrimental to the economic welfare of the community. That the proposed use will not involve uses, activities or processes that will be detrimental to persons, property or the general welfare. That the proposed use Will be consistent with the intended purposes of the City's Zoning Chapter which states that conditional use permits may be issued for uses that are generally compatible in the diswict for Which they are proposed.
