The facility would be used to <br />manufacture ~l~oat' ¢0vers and portable fishouses. <br /> <br />Observat~0njs: i <br />The subjeCtr I~ op~rty is zoned B-3 Business for which manufacturing is not <br />Accordingl~,:~lr~'~Ftranta has applied fora conditional use permit, a permitted use. <br /> <br />The propose. ~ ~tru~ture will cover approximately 6.5% of the lot; City Code limits lot coverage to <br />35%. Ttie ~r~e~ also meets all of the setback requirements. City Code restricts exterior wall <br />finishes t° ~0~ o~er than metal; the structure is proposed to be constructed of rock face concrete. <br />City Code r~ir~ one parking space for each employee on the maximum working shift (3). In <br />lieu of s°me c~ga~tOnal customer traffic expected at the site and based on the recommendation of <br />the Plan~in~' ~lnd ~ning Commission, Mr. Franta has been directed to revise the site plan to <br />provide for! ~'~ff~s~re~et parking spaces, one of which will be designated for handicap use, and an <br />additional sp~ s' .~1~~ to accommodate a vehicle with trailer. <br />City Code alsb r~ires that off-street parking areas, driveway and loading bay areas be surfaced <br />with conCrat~r ~r ~i~'uminous and include curbing. The site plan proposes blacktopped and curbed <br />driveway an~ )ff~!~treet parking area. The site plan proposes to surface the loading bay area with <br />concrete, bM-t.~ a .tk. ~s no provision for curbing this area. The applicant has requested that the <br />curbing in ~i [o "~ad~ngbay area be waived to reduce the potential for damage to boat motors when <br />maneuverit~.g boa~s and trailers in this area. The Planning and Zoning Commission has <br />recommende~l that :City Council waive the requirement for curbing in the loading bay area. <br />The loading b~Ys ~e proposed to be located on the east wall of the structure. City Code requires <br />loading bays t~ beflocated on the rear wall. In this case, the loading bays would front on Hwy. <br />#10 if they V~-~ (o~tstructed on the rear wall of the facility. The Planning and Zoning CommiSsion <br />has recomm~a~ledi~aiving the requirement for locating loading bays on the rear wall of the facility. <br /> <br />In accord~tc~ ~i~City Code, landscape areas are provided adjacent to Hwy. gl0 and Riverdale <br />Drive. Ther6 ~tional plantings provided for at the site entrance and building front. <br />The CityEl~g~e6~has recommended some modifications to the drainage plan which includes <br />draining the~kia~ lot pavement to the east edge of the parking lot. <br />An enclosed w~ste ~torage area is provided for in accordance with City Code. <br />A certified l°t~ur'¢~y has not been submitted in accordance with City Code. <br /> <br /> <br />
