The off-street parking area <br />meets the regl~ire~ents for landscaped setbacks from road right-of-ways and adjacent residential <br />uses. city C'~~e,giso requires a 5 foot berm, shrubs or fence to screen non-residential uses from <br />residential us~. The southeast portion of the off-street parking area is adjacent to some residential <br />lots. The oti~inaI site plan proposed a 2 foot berm, however, the rev, ised site plan submitted <br />provides:for~ ~5 ~fOot berm in this area. In keeping with the 'Scottish theme, the applicant is <br />proposing nO ~d$::ape plantings for the site. ' <br />The clubhous? is :~roposed to be a 7,990 square foot, 2-story structure. The building size is well <br />within the 3:5 I~ Coverage requirement but exceeds the 35 foot height limit by 1 foot if you <br />measure ~rOm r6_flnd level to the top of the cupola. The fa'st floor of the facility is proposed to <br />contain 5,1!1l} la .~'e feet of retail and office space and 2,880 square feet of open parking garages. <br />The second ~'t~ .ri~ proposed to contain 2,880 square feet of bar and dining area, 2,400 square feet <br />of deck and 2~ l0 [square feet of retail and office space. The exterior wall finishes will be stucco, <br />which is in a[aa rdllnce with City Code requirements for 50% other than metal. <br /> <br />City Code do~s n~t establish a standard for required number of parking spaces for commercial <br />recreational ~l~es, ~ased on the total occupancy load of the facility (451) and the required number <br />of parkirig s~p~¢~ifor eating and drinking establishments (1 space per 3 seats), the number of <br />parking ~a¢¢~ r '.'.e~uired is 150. Adding 15 spaces for the number of employees on the maximum <br />working~shif( ad~s up to 165. The site plan proposes 265 parking spaces, which leaves a <br />minimum o~ 1,~00 spaces for the golf course use. <br /> <br />As for the d¢~igt! of the parking lot, City Code requires concrete or bituminous surfacing with <br />concrete:cu~' ~ guuer. Bituminous surfacing was proposed in the original site plan, with <br />concrete cu~biand gutter adjacent to the clubhouse¢ limestone curb along the north edge of the <br />pavement, an~ nO curb and gutter along the east and southwest pavement edges. The limestone <br />curbing as a!S~bst/rote for concrete is acceptable to the City Engineer. Per the recommendation of <br />City Staff a!3d,' thg Planning and Zoning Commission, the applicant has revised the site plan to <br />include con~:~l~ el_rrb and gutter along the east and southwest pavement edges. <br />In accordan¢¢iwith the recommendation of the City Engineer, the contour along the west pavement <br />edge has I:~¢ni'in~ased from 890' to 892'. <br /> [ <br />The original, s: le pl~ did not provide for a loading area or waste storage area. The revised site plan <br />now provides for these features. <br /> <br /> <br />
