On March 5, 1992, Mr. Barthold and I met at Ramsey Municipal Center. Mr. Barthold stated tha~ Mark Stevens from PCA had inspected his operation as it r~lates to his application for a feedlol permit, Mr. Stevens had no particular recommendations for odor management other than reducing the number of pigs being kept on the property. Mr. Barthold told me that he currently has approximately 750 pigs contained within five 200' x 200' pens and PCA recommended reducing that number to 450. Mr, Barthold also provided me with a list of neighbonng property owners that have expressed no opposition to the pig farm operation, For your information, I have enclosed a site location map. The parcels marked with 'x' represent those parcels in support of Mr. Barthold's operation. The parcels marked with ',' represent properties from which I have received complaints regarding the odors generated at the farm. Recommendation: I recommend the following achon: Monitor for any abatement of nuisance (reduction in complaint calls) when hog farm operation is reduced to 450 animals. Request that Mr. Barthold, within a given time frame, provide documentation that would indicate the number of hogs maintained on the subject property in 1990. There are no complaints on record of hog farm odors in 1990 and if in fact Mr. Barthold was in the hog business then, the number of hogs being kept was reasonable enough not to annoy neighbors. Council Action: Motion to: Direct Mr. Barthold to reduce the hog farm operation in accordance with MPCA recommendations and provide the City with documentation indicating the number of hogs maintained on the property at any given time during the year 1990 by .. , 1992.
