During this time the City Council has affected two <br />amendments to~the0rdinance that previously existed. One is regarding trade area and net proceeds <br />and the other i~reg,.irding rental and lease arrangements between the owner of the property and the <br />leasee. Throu~hotlt this process, it has been the mind set of the City that since the State of <br />Minnesota is ih,~ smiutory regulator of gambling, the City of Ramsey wanted to remove itself from <br />the issue but fot' uselof gambling proceeds and zones within which gambling can occur. <br /> <br />Recently i~ ~vasidetdrmined that the City of Ramsey, in error, had authorized two applications for a <br />premises permi} n°tlin accordance with the existing City of Ramsey ordinance. This issue pointed <br />out that rhe'~n~viel~y nature of the ordinance begged for a complete revision. Therefore, on <br />February 25, 1~}92 the enclosed ordinance was proposed to the City Council for consideration. <br />The ord{nanCe:.~iraftbd, as you can see, is more streamlined than in the past and states that we will <br /> in acCdrdaqce to State law with exceptions in addition to State law.
