An Open Burn~ngpermit shall require a non-refundable application fee. In the event the Open Burning p¢~ agl}lication is approved, the permit fee shall be volume based. The fees established by City Council ~e, ;old,on shall continue to be ~e r~uir~ fee until amended by a resolution. 7.83.07 PERMIT PROCESS FOR OPEN BURNING Upon receip! ~f :t~e completed Open Burning pem~t apphcanon and pe~it fee, the Cit> Adminis~tor :~r hi~er designee shall sch~ule a preli~n~ site inspection to locate the propos~ burn site, d~aft[a fi~e event safety plan, and note special conditions. The matehals to be burned may then beP~led [for burning at which time a second inspection shall be scheduled to assess volume of mat~M ~nd associat~ fees, set dates and times of pe~ined bum and review fire safew consideratiOfis~ T~o days before burning, the pe~it holder shall notify the City of Ramsey Fir[ Department of ~he ~roposed burn. 7.83.08 pE[~IT HOLDER ~SPONSIB~ITY Prior to sta~i~g ar Open Burn, the pe~it holder shall be responsible for confi~ing that no burning ban:~rgirq Jality ~en is in effect. Eve~ Open B~n event shall be constantly attended by the pe~i[ hol~r O~ hisser competent representative. ~e Open Burning site shall have available, appropriate c~mu fication and fire suppression equipment as set out in the fke safety plan. The Open Bum fi~shal be completely extinguished before the pe~it holder or hisser representative leaves the site.~ It~i~ the responsibility of the pe~it holder to have a valid pemnit, as required by this section,~ (variable for inspection on the site by the Ramsey Police Department, Fire Depa~ment, ~CA representative, ~d/or D~ Forest Officer. The pe~t h°[de~ ~s responsible for compliance and implementation of all general conditions, special condi¢[Ons~nd the burn event safety plan as established in the pe~it issued. The permit holder shall beffes~nsible for all costs incu=ed as a result of the burn, including, but not limited to, fire suppreS~ion~ .~[and a~inis~ative fees. 7.83.09 ~MOCA~ON OF OPEN BU~NG PERM~ The Open Bu~ing pe~it is subject to rev~ation at the &screfion of the ~CA commissioner, or DNR forest ~ee~,[or the City Admniswator or hisser designee. Reasons for revocation include, but ~e not ti~t~: a fire h~d existing or developing dmng the course of the bum, any of the conditions of ~e ~oemit being violat~ during the course of the burn, pollution or nuisance conditions d~V~lopihg during the course of the bum, or a f=e smoldering with no flame present. 7.83.10 ~E~L OF OPEN BUR~NG PE~ If estabhshed ~teaa for the ~ssuance of ~ open bmmg pe~t are not met or during review of smd apphcatto~, ~ as dete~n~ that a pracnc~ altemanve method for d~sposal of the material exists, or a p~l~ufiO~ or nuisance con~tion would result, or if a bum event safety plan cannot be drafted to th~s~tiSf~cfiOn of the Ci~ A~inis~tor or hisser designee, the Ci~ Adminis~ator or hisser desi~e~ ~ deny ~e application for the open burning pe~t. 7.83.11 ~NING BAN OR AIR QUALIW A~R¢ No Recreanon~ .F~e or.
